It ts not true, as has been claimed, that the streets of the city are better swept and kept cleaner generaily than uncer previous contractors Performing the same service. If human observa uon, experience, and testimony are worth any- ‘hing, the reverse of this assertion 1s true. This, however, is doubtless due only In part to defective machinery or inefficient service in the street- sweeping department. A very large proportion ot the dirt Iying upon the streets and the flying dust Compiained of every day by merchants and house- Keepers, as well as by those obliged to be out of doors, comes from the wretchedly careless manner 4m which those engaged in carting dirt from new Duildings and other excavations are allowed to Perform their work. Heres a point where the Supervision and authority of the District omicials might very properly be exercised. Hardiyasingle cart engaged in this work ts.as free from large cracks and holes as it micht be, and where any fre found in decent condition ‘thetr loads are Usually piled so high that a large portion 18 shaken over the tail and side boards when the cart ts in motion. ‘The resuit 1s that nearly every eart thus engaged leaves a thick trafl of dirt on the streets from the potnt where it 18 loaded to the place of deposit. Now, there is no excuse, as there 1g no necessity, for this state of things, It 18 ob- servable that loads of coal tm transit are rarely spilied in large quantities on the streets. The Presumption is that if dirt from cellars, ete., were as valuable as coal, measures would be taken by those engaged in transporting it to prevent its Joss. At all events, the coal business shows that spilling from carts can be avoided, when desired, and it ought therefore to be prevented, Our im- pression is that there 1s already In existence a Fegulation to this effect. If there 1s, 1t ought to De enforced. If not, one should be framed and put into operation at once. a More may hang upon the course of the repub- Mean state convention in Ohio with regard to the Proposed resolution approving Senator Sherman’s Presidential aspirations than appears on the Surface. It 1s said that Mr. Sherman threatens to ‘withdraw from next year’s contest unless the con- Yention endorses him this year. Such a step on his part would materially change the political conditions throughout the country. The deaths of Grant and Arthur leave Sherman about the only formidable candidate to go before the national convention tn opposition to Blaine. Many men who, regarding him as having earned this honor by his public services, have forced back thelr own ambitions, would, upon bis retirement, step to the front and contest the prize. ‘The five or six can- didates whose names we now expect to see on the tally-sheet of the convention would then swell to & dozen, considerably obstructing the operations of that body, and possibly adding to the number of malcontents who would refuse to accept its arbitrament as final. On the other hand, Sher- man’s withdrawal would leave a way open for Governor Foraker to enter the field of national politics—an event which a good many long-headed prophets are predicting now-a-days, and for which ‘the Governor himself 1s by no means unprepared, ‘The news from Toledo will be read with more at- tention in ail parts of the country, therefore, than the chronicle of a state convention has received for many a day. —————— + ‘The clouds that sheltered the city from the direct rays of the sun, and the little breeze that kept the foliage in motion this morning, afforded & grateful change from yesterday's frying tem- perature. The heat has been not only very great, Dut aiso unusually prostrating in its effects. The ordinary Washington summer sun draws copious perspiration but seldom strikes. Yesterday, how- ever, cases of prostration ran up close to a score in umber, and five deaths are recorded. But the gan has been deadly everywhere. In Pittsburg, ‘where the thermometer lagged a good many de- grees behind ours, there were seventeen deaths from the heat up to noon yesterday in a popula tion just sbout the same as ours, Richmond, with 8 population perhaps one-third as large, had six fatal cases. Cincinnati, with a population some- ‘what larger than Wash:ngton, had twenty-six Prostrations and six deaths. Other cities furnish Mke conttasts favorable to Washington. It is to be hoped that the superlatively hot wave 1s now ebbing, and that the period is over in which the only possible approach to coolness 1s found tn contemplating the superior heat and more fatal sunstrokes of others. <a Dr. Tanner—not he of fasting fame, but the Roted Irish home-ruler—has now made it pretty ‘well understood that he does not seek the society of tories; that It exasperates him to have them ‘thrust themselves into his company uninvited, ‘and that when badgered he !s apt to lose his tem- perand become abusive.
