Suty 9, 1887- ‘he Evening Star has a regular. permanent bora fide daily circulation more than treble that of any other daily paper pablisbed im Washington, and much greater than that «1 all tho other daily papers here added ‘Those who leave the city during the summer can have The Star mailed to them for any length of time, and the address changed as often as destred. The subscription must be invariably paid in ad- vance. In the North American Review for July Heary George presents a prospectus of his new party. his opinion the old organizations are dead, inas- much as in recent struggles there has been no prinetple which could be stated as a test question ‘Detween them, and the contests have been fought merely on questions of personal character; and consequently there 1s not only a favorable oppor- tunity but a necessity for new issues and new parties, ‘The organization which according to Mr. George's prophetic vision will control the future 1s the labor party, rallying about a banner on which twinscrided: “No taxes but @ tax on land values irrespective of improvements ! Away with the in- ividual ownership of land!” Mr. George affirms ‘that the land question fs “the same thing” as the labor question. The fate of his new party will de- pend upon theextent to which this bold statement 4s accepted and approved. The relations of labor and capital are somewhat strained; wrong, injus- tice and suffering are trequently developed from existing conditions and relations of men, and the army of the discontented grows numerous and strong. But {sit possible to gather all the sol- diers under a single banner? How many of the host of discontented have each a panacea for the general woe to, which they are as thoroughly com- mitted as to the fact of discontent itself? Mr. George thinks that the fatal weakness of labor movements in the past has been that they could formulate no large vital issue upon which they could agree. Prohibition, he thinks, s not a suf- ficiently wide and deep issue. The Union Labor party, “with self-appointed representatives of all sorts of opinions and crotchets,” 1s described by him as one of those attempts to manufacture a political party which are “foredoomed to failure.” The question 1s, whether men ‘will surrender their own “crotchets” and admit that Mr. George’s hobby of curing allpills by abolishing ultimately the individual owner- ship of Iand is the only remedy proposed for ex- tating evils which is not crotchety. Will those who ‘think that he goes too far, and those who think ‘that he does not go far enough, and those who, though dissatistied with existing things, think that he Is off the track altogether, combine under his leadership? Will not the man who sees the source of all our woes in the evils of our present transportation system, or the man who yearns to appropriate by exclusive taxation, or in any way which may be convenient and effective, the mil- Lionaire’s wealth in stocks and bonds as well as his profits in the increase of land values, stig- matize Mr. George’s pet remedy of abolishing in- dividual ownersiip in land as a crotchet, and pronounce any effort to relieve existing discontents fm a manner not conforming to bis views to be “foredoomed to failure"? And will the mass of people, without rival, reme- dies to suggest, consent to deprive themselves of the right of Individual ownership, even in land? ‘Mr. George's new party 1s certain to cut an tmpor- tant figure in the next presidential election, but ‘whether any great body of men will accept per- manently snd in sincerity his teachings in politi- cal economy; or whether, if they should rally nominally to the support of his principies, they ‘would enforce them when successful with the same show of harmony that defeat permits by avoiding the necessary consequences of practical enforcement, are questions more dificult to answer. According to the public response it will De determined whether the George land theory shall amount at most to more than a convenient rallying cry for the discontented, serviceable only in defeat, and abandoned as impracticable if vie- tory follows, $$$ One of the most disreputable surface features of ‘Washington ts the condition of the so-called park im the center of New York avenue which has been surrendered to the uses and control of the street railroad line occupying it. Whois responstble for ‘the miserable plight in which 1t is left, while other streets, parks and reservations are being put imapresentable state? If the railroad company, then it should be made to improve the reserved strip and keep 1t in decent order. If the District authorities, then they should see that 1t 13 no Jonger neglected. At present, that which might easily be made an attractive feature of the city landscape gardening !s an eye-sore to the public at large and an insult to those living and owning property along the portion of the avenue thus ‘abandoned to the spoiler. ————— __ It ts said that all the Jurors in the Sharp case will sign @ recommendation that the eminent Doodler be let off with a fine of $5,000. Legally, ‘we suppose, they have the right to aMx thelr sig- natures toas many papers of the kindas they ‘Want to, the same as any other person has, but their recommendation to mercy should have no more weight with the court than that of any other ‘twelve men. Their business was to pass upon the guilt or innocence of the accused. With the ques- ton of punishment they have nothing todo. If Sharp had been found innocent he would have Deen discharged; betng found gullty, the law and the Judge who executes it should be left to fix the penalty. The members of a jury should withdraw from the case when they leave the Jury-box, if they want the public to have any confidence in their verdict. $< a ‘Most of our exchanges, in dealing with the case of Miss Van Lew, fall into the error of saying that President Grant made her postmistress of Rich- mond.
