It 1s hardly likely that this announcement will cause the President to repeat his action In the St. Louts matter. No insults are threatened, and men who are not expected in any event to play leading parts in the Clinton celebra- tion merely say, peevishly as most people will think, that they Will not play at all. There was, doubtless, suifictent in the peculiar circumstances of the St, Louts affair to make withdrawal of the promise to be present In the elty during the en- eampment a proper act of protection to prest- dential dignity, even though the chances of an at- ‘tempt to perpetrate the threatened Insults were infinitestinally small. But, except under extra- ordinary circumstances, our official representa- tives are not expected to deprive themselves of the American privilege of gotng where they please, merely because somebody who does not like them ‘would preter to have them remain at home, and ex-q cesstve recourse to the hermit act would doubtless be attributed, not to dignity, but to timid sympa- thy-seeking sensitiveness, real or feigned. The sulks of “pent-up Utica” should not be allowed to affect in the least the question of the President's presence at the Clinton celebration. If the with- drawal of the St. Louis acceptance prevents the President from making a western visit this sum- mer it will be unfortunate both for the West and for the expected visitor. ‘The great and growing West 1s entitled to receive from a President that appreciation of {ts importance, its wonderful de- ‘velopment and Its real needs, which only personal observation of its condition can insure. a Whatever may be said in deprecation of prohi- bitten Dy statutory enactment, there are ways of enforcing it practically with which no fault can de found. The superintendent of the Schuylkill division of the Reading Kafiroad has issued an order imposing strict abstinence from intoxicat- ing drinks upon bis employes, whether on duty or not. As long asso valuable trusts, in human life and property, are confided to the keeping of engineers, conductors and trainmen, tt 1s of the first importance that they should be always in Tull possession of thelr reasoning faculties, with every sense vigorous and alert. ‘The superinten- dent gives fair warning that a single breach of his rule will procure the instant dismissal of the fender.
