Symons Answers Some of Mr. Crane’s Points, BE COMPARES THE WATER RENTS FOR FIFTEEN YEARS—THINGS WHICH HE SAYS MK. CRANE HAS MISEFRESENTED—AN OLD DRFALCATION—THE LAY- ING OF WATER MAINS. Concerning the communication from ex-Water Regtstrar * printed in Saturday’s Star, Capt. ‘Thos. W. symons, of the water department, said to Star réporter to-day : “The letter is such acom- plete mass of nis-statements, misrepresentations, half-truths, and unfounded conclusions that t 18 hardly worth answering. I am not mistaken about anything that I have stated on this question, It 1s nota monstrous power to devolve upon the Commissioners, the fixing of the water-rents, when it Is remembered that Congress fixes the amount to be collected and prescribes that all &e., shall be uniform. 1 have not overlooked thé law requiring fire-plugs to be paid for out of the ward funds, or the law requiring a fire-plug tax to be levied, but I know that both laws have been ab- rogated and superseded by subsequent legislation. It is a false statement that there are several re- Ports which prove that as the number of water- takers increase the receipts grow lesa, The re- ports rightly understood prove the exact contrary. THE WATER RENTS POR FIFTREN YRARS. “Ihave compiled a table showing the water Tents for the past fifteen years,” said Capt. Symons, handing ft to the reporter, who read: 1871-2, $42,- (303.24; 1872-3, $42,204.24; 11 no report; 1874-5, $57,562.28; 1875-6, $63,041.65; $66,245.36; 1877-8, "$77,614.39; 1878-9; $49,209.89! 1879-80, $165,683.37 ($0,880.29 refunded to water- 5 Si4, $119,718.48; "1844-85, $118,- 527.20; 1885-86, $134,068. 18, The table shows,” continued the captain, “that these receipts have almost trebled in fifteen years, and just about doubled in the last ten years. revenues from water rents have graduaily in- creased every Year since the water was introduced into the city. “The only exceptions to this are ap- Parent, not real. ‘The amount collected during he year 1879-80, according to the report of Ke- gistrar Cox, was $165,683.37, but this was for elghteen months’ rent. ‘The attempt was made by the Commissioners to change the water year to correspond with the fiscal year, and two col ons were made—one in July and August, 1 for twelve months on a schedule based upon ¥: uation of property, which was, however, declared by the courts to be illegal, and $30,880.29 was re- funded; and another collection was made in Jan- uary and February, 1880, for the year ending Jan- uary 1; 1881. The preceding year the amouut col- lected for water rents was $43,209.89, and the sear Succeeding it was $109,679.58, The average for the three years—79, 's0, ‘and ’81—was $100,190.95, while for the year ending June 30, 1886, Was $124,- 968.18. Deducting the amount $30,880.29 refunded, the average actual revenues from Water rents for the three Years—79, 80, and 'S1—was $95,897.52, OF nearly $30,000 less tian the receipts for the year 1885-6. Another apparent discrepancy occurs in the years ’83-'s, when the Water-rent year Was changed to correspond with the fiscal year in ac- cordance with the act of Congress. ‘These reports, and a correct understanding of them, prove very conclusively that neither one of THR FOUR ALTERNATIVES OF MR. CRANE are correct, but do prove that either through incapacity, ignorance or design he has misinter- preted them. The latter would seem to be the case, as when his attention was called to the fact of eighteen months’ rent having been collected during the year mentioned by him by Mr. Bon he denies the fact and reiterates his absu charges. No one conversant with the facts denias that there was @ defaication by a former water registrar years ago, but as 1t was not discovered until after the defaulter was dead, and took place under another form of District government and a different method of transacting business than the present, Tam at a loss to know why it should be mentioned now. No official of the water depart- ment does or bas for years handled any public money; everything is collected by the collector of taxes, and disbursements are made by the auditor's department. ‘WATER-MAIN TAXES, “In this article in Tax Srar the same gross ig- norance or worse that is displayed in regard to water rents 1s shown in regard to the subject of water-main taxes. The 12Inch mains mentioned im the article, as well as all other I: supply mains, are laid without the petition of the owners of property along the street in which they are aid, and no assessinent is ever made for iayig them. The three-tnch mains are almost exclu- sively laid in alleys, and in many cases there is littie or no assessment for water-main tax made on account of them, the property to be benefited having previously paid the water-main tax. These are laid generally where the water rents to be re- ceived make it a profitable investment for the water department. The six and four-inch mains it ts intended to lay on each side of the streets, so that cutting Into the pavements will be avoided. In some streets it will desirable to lay two six- inch mains; In others one six and one four, and in others two fours. Iam convinced that the best interests of the water service require that the water-matn tax should be increased to 1ig cents per square foot, as I recommended in my fast an- nual report, and that this amount would not be ner than enough to cover the cost of the mains ‘TAXES WITHOUT MAINS. “Jn regard to requiring the payment of a water- main tax on property supplied with water before a main fs laid In front of it, I have only to say that it seems simple justice to others to require all Who receive the benefits of the water supply to bear their proportionate share of the expenses of laying the mains and supplying the water. ‘The Commissioners have not done away with the instalment clause of the Water-tax law, and, as far as know, have never contemplated or con- sidered anything of the kind. While it 1s proper and perfectly within the power of the water department to answer such of the other questions and criticisms of the writer of the article in question, if these were asked by the proper authorities oF in a correct spirit, it_ 1s ardly worth While wasting the tme to answer ‘them when propounded in a captious spirit by a person who is evidently unwilling to receive the truth. The slur contained in the last article in ‘Tue Stan against Mr. Bond as the attorney for the water department, &c., &c., displays the petty and unjust spirit of the writer.
