: PA : THE EVENING STAR: WASHINGTON, D.C., TUESDAY, MAY 31, 1887—SUPP Church Work. ‘THE REFORMED EPISCOPAL COUNCIL ENDORSES RVAN- ‘ORLISTIC UNIONS. ‘The sessions of the Reformed Episcopal Coune!i were continued in Philadelphia yesterday. Con- siderable discussion ensued upon a report of the committee on aggressive church work. The com- mittee recommended the adoption of a resolution that the council recognizes evangelistic services as @ potent factor in the ive work of @ Cured and endorses the utility of evangellsue Uulons’ wherever practicable for more systematic and eMfictent conduct of such matters. The above Tian Sdgpted without objection. Dut much oppost- {on was made to resolutions incorporated in the Second section of the report, which provided that the bishops of the churen should (as now) have the general charge and oversight of all work for church extension In their respective synods and {urisdlctions; that in November of each year each shop should issue a circular letter setting forth the condition of the work in his department and its financial needs, and that a collection be taken on Sunday, after the reading of the notice in each 3ear, 1a every parish of the church. The principal ‘objection to this scheme had reference to the plan of general collections, Bishop Cheney, of Chicago, ‘others, believing that mission collections should be left to the parishes themselves, and the Fork not retarded ‘by cumbersome machinery. ‘The debate resulted tn the adoption of a substi tute approved by Bishop Fallows, chairman of the committee, providing merely for a general inlasion collection december 2 in each year, the funds so secured to be remitted to the treasurer of the gen eral council, ‘The report recommended also the election of a general Sunday school ‘secretary, to act under the rection of the committee on Sunday schools, the discontinuance of the committee on work among the freedmen, and the appointment of a committee on aggressive church work, to consist of flve mem~ bers, to whom shall be feferred such proposed methods of aggressive church work as from time to time may be suggested. The clause providing for the election of a Sunday school secretary was laid on the table, the freedmen’s clause was adopted, and the appointment of a committee of five was referred to the committee on constitution and canons, —_—_—_re>_____ ited Presbyterians. A WARM DISCUSSION OF THE TOBACCO QUESTION. The United Presbyterians’ Assembly continued its session yesterday fa Philadelphia. The report of the committee of the Board of Education rec- ommended the adoption of a rule prohibiting the use of tobacco by beneficiaries. ‘This caused a dis- cussion of the tobacco question. Rev.W. M. Howie said that while church members are paying money to educate young men they, at least, should lay aside a habit that was so obnoxious to’many. He moved as an additional resolution that in case the Doys of the academies Violated the rule a second ime all aid should be cut off. Rev. Andrew Mc- Cartney spoke in defense of the boys, and argued that if the professors had a right to chew and smoke, so also had the students." Rev. J. S. Martin said When he smoKed at the expense of the board they were at liberty to cut off his appropriation. ‘The afternoon's session was taken up by ani- mated discussion regarding the resignation of Rev. Jas, Skinner, of Iowa, who had been advised to re- Sign by the Presbytery, and had retained his oftice. ‘The Synod of Iowa tock no further steps in the matter, and the question was whether the act of the Presbytery was made null and void thereby. ‘The appeal was sustained, and the resignation, which was involnntary, was, by a large majority, declared accepted.
