EVENING STAR. WASHINGTON May 31, 1887. .Editer. ‘The Evening Star bas a regular. permanent Benn fide dally cireulation more than treble that of any other daily paper published in Washington, and much greater than that fall the ether daily papers here added together. Ina recent interview (reported in the Baltimore Bun) Sir Edward Thornton, a8 @ representative of ‘the English holders of Virginia bonds, expresses ‘the opinion that the debt question has developed into @ political issue, that no satisfactory settle- ment can be made with the politicians, and that to effect such a settlement the people of the state mnust take the matter to the polls and dispose of it there. The evil effects of permitting the question of debt-paying to become a political issue are ‘undisputed. When matters reach the point where republicans, in response to the demand that the state meet its obligations, or at least pay interest as an act of good faith, are tempted to reply: “Wait! Give us control of the state! Pitch over- board the wranging democrats, and we will do ‘what isright!”, and the point where part of the democrats say “Let us pay!” and the rest cry “Not Let us rather repudiate, we fear that our consent to a settlement may help Mahone!” then it ig time that the people, who are believed to be honest, should take the matter into their own hands, and declare that the credit of thestate shall no longer be the football of politics. Sir Edward ‘Thornton thinks that the Joint committee of the ‘Virginia legislature who consulted with the Eng- lish representatives had no intention of making & proper settlement, and that many of them used the opportunity to manufacture political capital for ‘themselves, and he says that he has but little faith 4a the promises made by either party. His opinion iffers trom that of the Lynchburg Advance con- cerning the effect of sem{-repudiation upon the in- ‘verests of the State. He states that the amount offered in settlement by the Virginians to the present creditors would have been accepted if the offer had been made in cash, that if effort nad ‘been made to pay the interest on the debt, credit would have been preserved and all the money needed could have been borrowed; but that by thetr action the Virginians have injured their ‘credit all over the world, and are to-day required to pay a higher rate of interest for money than would be necessary had they made an effort even to pay the intérest on their debt; that no foreign country will lend them money now on any terms, and as a consequence the people of the State have to bear additional bur- dens. The Lynchburg Advance on the contrary thinks that the known determination of the peo- pie to permit no increase of taxation (even tomieet Fecognized obligations) 1s an attraction to in- ‘vestors, and in support of {ts view it points to the amount of cApital Which hag come into the State ‘within the last five years with full knowledge of the unsettled situation of the debt question. It ‘only remains for the Advance to establish that the investors came by reason of, and not in spite of the stain of semf-repudiation upon the State’s credit, and it will then have effectually disposed of the old saying that “honesty ts the best policy.” But tt 1s not generally believed that the repudi- ators speak for the great body of Virginians. Only the suggested test of a vote at the polls seems likely to set the question at rest. Our neighbor, the Post, begins a second series of gropings into darkness in search of the panic- Taiser among the clerks. It may be suggested that when the spotismen assigned an improper ‘purpose to the new rules and threatened without check, the clerks trembled with good reason, and ‘that when their clamor elicited reluctant explana- tion and reassurance the premature spolismen ‘withdrew into the background, and the panic naturally lessened. For comprehensive and un- lmited soothing qualities, lulling both reformers and spoilsmen, the explanations offered in the different phases of the agitation concerning the new rules are unique, and too much credit in this regard cannot be given them. Since the matter has been explained, for instance, it 13 now well understood that Mr. Oberly appointed republicans on the board of promotion under the new rules in the War Department, first, because he didn't know their politics, and didn’t care (great ap- plause from the civil service reformers); second, ‘Decause, with very few exceptions, only republi- ans were given him to select from, and he couldn't help himself in the matter (sardonic laughter of the New York Sun at the discovery of a democrat ‘on the board, and a growing, threatening murmur tothe effect that the too numerous republicans anust go); aud third, (incidentally according to Mrs Oberly, primarily according to Post interview) be- cause It is well known that republicans will be found incompetent and that democrats have no cause of alarm, and therefore to avold public clamor it 1s wise to construct the oMfictal guillotine of republican timber (knowing winks and thunderous applause from the spotismen).
