An experiment of somewhat more than two years with M. Thiers in the chief Place developed a difficulty against which no provision had been made, in the question whether the President should take his policy from his qinisters, or the ministers take theirs from the President. The conservatives in the national as- sembly had become aiarmed at the rapid and ‘vigorous growth of republican sentiment among the people, as evidenced by several recent elec- ‘tions, and were resolved to either drive their areh- enemies, Mili, Simon and Say, from the cabinet, or force M. Thiers to resign. Failing to secure the coveted seats for men of their own choosing, they opened a relentiess fire upon the whole policy of the government, and put Thiers Into a position Where nothing remained for him to do but to re- sign. ‘This resignation, and the election of his suc- tessor, took pface on the 24th of May, 1873. During the term of President MacMahon, who followed him, the constitution was adopted, but ‘with provisions of the same indefinite character concerning the functions of the chief magistrate. The consequence was that, before he ad been six years in office, MacMahon found himself face to face with the same problem which had driven Thiers into private life. He was willing to choose ‘the bulk of his ministry from the dominant party in the assembly, but he had no notion of becoming @ mere automaton, and signing any decree which ‘the Premier mizht bring to his desk. He, too, ehose official sutcie in preference to involuntary effacement, and made way for M. Grevy, whom the assembly regarded as composed of more tract- able material. From present appearances, another erisis has occurred in the political fortunes of the Tepublic. President Grevy is determined that General Boulanger shall no longer stay in the ministry, but he cannot find a statesman, satis- factory in other respects, who will undertake the task of forming a cabinet with the epauletted idol ‘of the people left out. If tt be true, as reported, that M. Grevy has resolved to resign the Prest- dency rather than submit to Boulanger's retention, the prospect 1s fair that he may be forced out of ‘oMice to make way for the elevation of Boulanger Bimself to the head of the nation. It would be an Interesting coincidence if the next change should ‘take place on the anniversary of the day when the first President chosen from eivil life gave up his chair to the frst raised from the command of the amy.
