He promises, outside of the rules of course, that such marking shall be given in the examination that scholastic efficiency shall count tn proportion to practical effictency only as one to six. And it further ap- pears that under his construction and application of the new rules, the single examination, which alone Is contemplated by him, though not so lim- ited im the regulations, is to be at once searching and easy; scholastic but not too scholastic; s0 Umited as to establish fitness to perform the Spectiic duties of the office held and also the spe- cific duties of a vacant higher office, and so com- prehensive that it shall show as to every man in the lower class whether he is efficiently perform- ing his present duties, and also whether he ts ft to fll any vacancy whatever, not spectal, which may occur in the next higher class; so effective for good that it will do away with promotions ob- tained by flattery, sycophency and favoritism, and so littie a clog upon the present promoting and retaining powers that any clerk may be pro- moted who obtains an average of 75 per cent in an examination which will bother no one who 1s not | already lable to be dismissed for Inefficiency. If the vital features of the new rules, a3 stated by the Coramissioner, had found a place in the Tules themselves, there would be more excuse for Mr. Oberty’s picturesque rhetoric, Which very con- siderately likens the alarmed clerks to docs who bark at their own shadows. It further appears that the President assisted in framing the good parts of the new rules, whichever they are, instead of Eugene Higgins, who has been popu- larly suspected of being the Commis ‘éon’s wicked partner. The clerks will doubt- Jess be somewhat reassured by Mr. Oberly’s promises. It is of importance to know that so far ag he can control affairs the new rules shall be used to ascertain practical efficiency, and shall not be employed to carry out a partisan trick. ‘There is a comfort in the belief that the rules ‘Were framed with a good intent, even though no explanation 1s vouchsafed of the {logical mud- dling of the examination for promotion and ex- amination for dismissal, which gives to one ex- amination twofold and contradictory functions, Tesults in the unfair omfssion from the test of the entire highest class of clerks, and gives the so- called “regulations for promotions” the appearance of concealing some purpose not to be openly avowed. But the new rules are so meager in statement and §so largely in the minds of those who are to enforce them that encouragement to protest aguins: ‘their apparent absurdities and threatened evils 4s found in the hope that by definitions and ex- planations, rules as yet undisclosed may deveiop, Which will give a different shape to the plastic scheme and provide the clerks with a reasonable, tair and impartial test of practical eMctency. A case in point is fur- mished by Tum Star's experiences last week in oanection with the dedication of the Garfleld monument. The next morning @ goodly portion of this interview appeared, with. out credit, in the Washington correspondence of ‘number of papers in different parts of the coun- try—the New York Tribune and the Boston Jour- nal, among others, Yesterday it was printed in the World, duly credited to its Boston cotempo- rary, and, worst of all, after being thus bandied from one end of the country to the other, it was coolly appropriated and used as original matter yesterday by a city cotemporary, which Isgpretty sure to know a good thing when it sees it.
