The clerk may, without the rules, be examined and tested as to his practical effl- clency, and discharged if inefficient, or retained and promoted if efficient. If there ts any founds- tom for the slander that the vast majority of old Government employes are incompetent and unfit to hold office, why were — not discharged opinion of the clerks’ superiors as to their com- petency still to control, what reason 1s there to expect a change in that opinion which shall bring about proper dis Previously denied? The truth is that the new as amended by “definitions,” which, for the most part, do not define anything ip the rules, but add new matter of importance, are so muddled and uncertain that they please nobody, netther civilservice reformers nor spotismen, neither actual nor would-be clerks, and promise no improvement of the public service. Thig very uncertainty adds to the uneasiness of the clerks by rendering satisfactry preparation to meet the threatened danger im- possible, and by leaving them exposed to the risk of a hostile construction of ambiguous rules, and at the mercy of amendments or “definitions” ‘the meaning of the little which seems lear. The public will sympathize with efforts to prevent unjust promotions, secured by “Impor- tunate solicitations and coercive influence from the outside, and prejudice, favoritism of corrup- tion on the part of appointing officers.” But the new rules bear on their face the indication that they are not designed to accomplish this reform, and, except in providing a permanent daily record of practical effictency, have no tendency towards this or any other good end, unless it consists, as an “authorized” cotemporary boasts, in frighten- ing the clerks into unaccustomed activity and in- dustry by vague and unintelligible threats of ¢viL. nn The master masons’s lockout im Chicago threatens to be a pretty serfous affair, unless the bricklayers, against Whom it 1s almed, surrender at discretion. The trouble has been some time in fomenting, and was finally brought to the explosive point by a demand on the part of the bricklayers for a change of pay-day from Monday,to Saturday. ‘The cause for such a demand 1s hard to under- stand. Saturday payments have goue or are going out of vogue in most of the large factories and other establishments requiring the services of mechanics, because the day of idleness that fol- lows is full of temptation, for a man with a Focketful of money, to have such @ “good time,” that he turns up on Monday morning considerably worse for the wear. The men themselves seem to Tealize the good sense underlying the change, and to be willing to submit to some trifling incon- venience for the sake of the resultant benefit. In Chicago the master masons have offered, as an additional reason for reusing the request of their men, the statement that they are unable to make up their pay-rolls for the whole week in time to settle on Saturday night.
