To-day these regu- lations will be applied to the War Department, ‘and after they have been triedin that department, it found satisfactory to the commission, they will be applied to the Treasury Department, and later to all the other departments of the Government. ‘The adoption of these new rules is regarded as the ‘most important action that ‘has been taken by the commission sincefthe clvil-service rules were adopted. The regulations provide for a board of promotion in each department, to consist of three Persons, who shall be selected ‘from a number of Lot less than six persons whom the head of the department regards as the most competent of those serving under him to conduct such examl- nation.
