A Hearing in This City To-day Before the Arbitrators, The hearing of the complaints made against the management of the Wholesale markets in this city, Which was begun at Rockville, Md, on Fri- Gay last, Was resumed this morning at the Center ‘Market, Messrs. R. B, Farquhar, Chas, E. Comin nd 8, W. Curriden, members of the board of arbi- tration appointed by the Washington Market Co, and Agricultural 'y of Montgomery County, being present. Tne first witness heard was J.T. Jenkins, of the District, who ead that year before Jast he sold a load of hay in the market during the absence of Mr. Lafferty, the commission mer- chant, to a livery stable man by the name of Hoy, for 65 cents per hundred. Afterward Lafferty came in and asked him, while the purchaser was Still there, it he had sdld the hay. ‘The witness said he had, and then Lafferty made some objec- ion to the quality of the hay, and in consequence the witness lost five centson that load. In anothet instance, which occurred last year, Lafferty was present, When he sold a load for 50 cents. Lafferty (id not interfere with the aaic, but when he Patted away to deliver the hay Lafferty gave a Second, ‘TICKET MARKRD 50 CENTS. When the hay was unloaded the purchaser said that Mr. Lafferty had told himthat he should pay only 45cents. Lafferty told him afterward that it wasa mistake, but he, the witness lost the money. ‘The withess said that he did not think that it was right for Mr. Lafferty vo interfere in fales and calse the farmers to loge money. He Said the purchasers went to Mr. Lafferty, and not tothe farmer, and they bought hay as’ Lafferty Suggested. ‘The witness thought that the farmers ought to combine and sell the hay themselves, al- though for farmers living at a great distance from the city this plan would not prove as practicable as for farmers living near the city, He said that Under the present system the farmer could not sell directly to the consumer, because they all went first to Mr. Lafferty. ‘The latter has control of the market, and consumers have an idea that they can gave money and get thelr hay cheaper by going to Mr. Lafferty. Practically there were no sellers in the market, Mr. Lafferty being the only seller. All of his last year’s crop was sold through Mr. Lat. ferty, and he sold none himself. ‘The witness had no fauit to find with the welghing of the hay. MR, LAFFERTY'S EXPLANATION. ‘When Mr. Lafferty was asked what explanation. he had to make, he said that he had no fecollec- tion of the circumstances mentioned, He said sometimes he assumed responsibility when the hay sold to consumers was Dut not alw: and when hay sold was returned an refused by purchaser he always tried to dispose of it to an. other customer. MADE UP THE DIFPERENCRS RIMSELY. ‘The next witness, Henry West, said that a year ago he hauled hay for Mr. George Talbert trom Prince George county, Md. Mr. Talbert told him not to sell tt for less than $1.10. When he reached the market he told Lafferty what Mr, Talbert had said, and after awhile Mr. Lafferty gave him a ticket for $1. He started out to deliver the hay, Dut Mr. Lafferty called him back and told him to take tle hay to another piace, He did so, and the urchaser only paid Lim 90 conta, He objected to nis, Dut he had to take tt, and the witness took half of bls usual hauling price in order to make up to Mr, Talbert. ORS NOT BUY BUT APPRAISES. Mr. William B, Weller said in addition to his written statement presented at the last hearing, that the trouble was that Lafferty does not buy the hay but only prices it. He tried tosell the hay Dimnself, Dut the consumers all referred the matter toLafferty. Last year the prices in the market were from 40 to 50 conta, ‘The witness went out- side, sold his bay for 60 and sometimes 35 cents, ‘The'witness thought that if Lafferty would buy the hay outright, the farmers would have uo ob- Jection to him. But he does not do that, he only prices it. He gets. 50 cents a, loud. for pricing it, ‘he withess thought that if there must be an ap- raiser of hay, he should be appointed by the city. Mr. N. J. Wagoner also made a brief oral state- ment in the same line with his aMdavit submitted ‘At the first meeting of the board. ‘THINKS THE PRESENT BYSTEM GOOD, Mr. J. H. Loughborough, of Montgomery, said that since Mr. Lafferty had been in the market he had made quick sales and reached home early. He thought that, Lafferty had been a help to fin, and It was an advantage to him to pay the ty cents to Mr. Lafferty, and he thought it was to the ad- vantage of farmers to have this system, The present low prices were due to an overstocked market. Mh. HAWLEY'S BXFERIENCE. Mr. James E. Hawley, of Oxen Hill, Prince George County, Md., said that a year ago he sold s load through Mr, Lafferty, with the understanding that he should get 80 cents for it. But when he came to settle with the purchaser the latter sald he was to pay only 60 cents, He complained of this and Mr. Lafferty sald that was all he could get that day. ‘The purchaser finally to give him 70 cents, but the witness had not brought any more produce to this market, Mr. Lafferty was the agent for the consumers, and naturally peter one he paces: ne ware Pact ees, while jue in pau large was Thainiyrdue, the witness thought, to Mr Ladlerty. MR. LAPFERTY AND THE LARGE CONSUMEES. ‘Mr. A. H. Floeckher, flour and feed dealer, was examined. He was questioned as to the collu- sion between buyers and Mr. Lafferty. Mr. Floeckher said that he knew of no such ferty 80] offer him money and had seen Mr. Lafferty refuse. Mr, Floeckher said that when he bought hay he went to the market, inspected what there was there, told Mr. Lat ferty what he wanted and what’ he would pay. Sometimes Mr. Lafferty sent him hay five of {en cenys more than the price he said he would He paid Mr. Lafferty only a commission 0f25 cents a load. He ‘only 25 cents, be- ¢ause he bought in yuantities, Mr. Lafferty stated that, to the car companies and some large purchasers, he made a charge of only 25 ceuts commission, because they would take the surplus hay he ‘would have on hand ‘and could not otherwise dispose of. Frank Dutton, another young colored man, gave ‘n account of the shooting similar to Baltimore's, except that he said Robinson fired two shots first, nd then Lee fired before Robinson turned and fell, Chas. Butler, 9 colored man ving on 6th street, between M and N, heard two shots fired, and alter” ward saw Robinson running, pursued by Lee. McKeever, who lives at 2498 M street, saw Robinson stagger up to the door of his nelzhbor, Mr. Lucas, on 25th street, op) ite Phillips’ Court. Kobinson Said he was shot, Witness , “Who shot you?” He salu, “Lee shot me.” Witness asked, “What did you do?" and he said, “I shot to kill him.” When be came running up’Mrs. Lucas thought he was drunk and sut the door. Kobin- gon fell against the house. Witness ‘beard tour Shots fired.” & ‘ROBINSON'S DEATH. Policeman T. F. Reldy testified that he heard the shots about half past nine. Just then a man came up to witness and said “There is some fun down there.” Witness went with Policeman Holmes to Mr. Lucas and found Kobinson lying half way in and half way out the door. He he had been shot by Joe Lee. ‘They put him in a ‘Wagon and carried him to the station-house. On the way Robinson led to get out. Just as they were taking him ito the police station ob inson groaned for the last time. He had ex- amined the ground to-day and found that Kobin- son ran 200 yards. His pistol went off as he was going under a brush fence. ‘The ball, as the wit ‘ess was satisfied went into the ground, He found an old piece of leather under the fence that had a bullet Hole through it. ‘Three pistols Were produced, one dropped by Lee and picked up by Dutton, another found in Lee's pocket, and the third dropped by Robinson in Lucas’ yard. ‘The one taken trom Lee's pocket had no chambers emptled. From the other pistol Of Lee three had been fired. From Robinson's pis- tol only two shots had been fired. ‘Officer Reldy sald that the colored man Baltt- more last night claimed that Robinson shot bim- self when ruuning through the vacant lot. Dr. Lachlan ‘Tyler testified that he examined Robinson's body, and found a pistol shot wound in the left chest, about two inches to the right and Aninch above the left nipple. The Dall through the upper lobe of the left lung, fractured the firth rib near the angle, and in the mus- cles of the back. Death Was caused by hemor- rhage and shock. ‘THR VERDICT, ‘The jury found a verdict that Robinson came to his death “from a pistol shot wound of the chest inflicted with a pistol heid in the hands of Joseph Lee.” Lee will be committed to jail when his con- dition will permit iis removal.
