THE ¥ EVENING STAR, Mostcaz, Prorsers WAS SELES ‘GTON: rome May 3, 1887. ‘The Evening Star has a restular. permanent pena Sde dally cireciation wore than trebic that of any other dally paper published tn Washington, and mach greater than that {alt the other daily papers bere added == THR STAR cannot wniertake to preserve or retern rejected communications, Contributors whowish to possess their manuseripi, f un used, showld keep a copy. |r Mater of whatever character intended for musi, Y ite appearance the stme day ts desired, reach the qflee not later than 12 c'clock noon, a" No attention paid 10 Anonymous Letters or Communications on any subject. ‘The fifteenth annual report of the Commissioner of Kdueation, recently issued, contains much val- uable information concerning industrial training. ‘The method of the Workingman’s School of New York city Is discussed somewhat in detail, full ac- counts are given of experiments in combining tool Work With the ordinary course of school tnstruc- Won a a number of cities, and the manual training Schools in St. Louis, Baltimore, Cuicago, Philadel- phia, and Cleveland are made subjects of discus- sdou. One conclusion reached 1s that the schools and classes mentioned do not meet the demand, Which has become quite general, for some method of training which shall develop a certain degree ©f manual skill and taste for manual work among all children. So far the only exercises of this kind ‘that it has been found practicable to bring within te reach of entire school populations are drawing, clay modeling and sewing. Sewing introduced into the grammar grades of Boston in 1876 can no longer be regarded as an experiment in that city. ‘very year affords increased evidence of the great value of the instruction, and shows a aligat increase in the number of cities following the example Of Boston. Seventy-three cities report special teachers of drawing; it is also inciuded in ‘the course of instruction in many other cities which make no special provision for the instruc- ton, In a number of cities the instruction in this branch is of @ high order, and its beneficial efiects are felt ia many branches of industry; Dut a8 a rule provision for this ‘mportant art 18 altogether too meager and the course of instruction exceedingly defective, while modeling and design are largely neglected. Cookery, which fs included inthe course of ele. mentary instruction in several foreign countries, has thus far found no place in the common schools of the United States. Im Boston an experiment has been made which it isto be hoped may lead to permanent provision for giving girls attending ‘the public schools instruction in this important art. In Philadelphia the ladies of the Public Edu- cation Association arranged with the board of education for two experimental lessons in cookery ‘w be given by Miss Corson inthe normal school Of that city. The experiment was tried with the ‘view of ultimately introducing into tho public school system a départment of “houseuold science.” A similar experiment is under way in this city. Industrial training, spectal, general, and 1o all branches, ts a subject of present public interest to ‘generation endeavoring to solve the problem of ‘wise aud useful education; and the information furnished by this report should be turned to prof- table service. ——————— ‘Washington is having some practical lessons of the evils of intemperance. There 1s nothing new im the fact, Dut the lessons came perhaps a little closer together than usual. In the recent stabbing affair Matthews, intoxicated, nearly kills com- Panion, With no apparent cause except the fire In his own Diood. In last night’s duel in a city street between colored men, which resulted tn the death of oue, aud the serious, perhaps fatal, wounding of the other of the parties, there was liquor as well asa woman in the case. Both had been drinking, and but for rum their {Il feeling would probably have expended itself in words, or, at any Fate, would have stoppod short of a duel tothe death. With a succession of object lessons of this Kind steadily increasing the public abhorrence of Tum, and a few more cold-blooded murders of pro- hibitionists by liquor dealers to arouse public ‘sympathy, indignation and the enthusiasm which comes to the threatened, an elevation and purifl- cation of pubitc sentiment may result which will Fender it possible to effectively suppress, instead of regulating rum, even in our great cities The evil work of rum in this District shows itself in small things as well as great, in disorder as well asin murders. The latest specimen of such dis- order appears in the disgraceful rowdytsm of a lot of drunken men yesterday on the 7th street road out near the District line, who got their liquor at the groggeries in that neighborhood. It may be suggested to the District authorities that the sup- pression of unlicensed liquor traffic in that quar- ter and the enforcement of the Sunday law and other regulations to the extent of revoking a few licenses held by these county offenders, would have a wholesome effect. <> ‘The civil-service reformers have a problem on their hands now which it will take all their genius Passers by the Patent Office yesterday were attracted by the twitterings of the swallows. These musical prophets, who are never deluded by warm spells or ‘the day of the month, foretell summer weather. They come with the summer, they go with the winter. The Palais Royal advertising man heard them distinctly twitter. “CHANGE YOUR UNDERWEAR” “CHANGE YOUR UNDERWEAR” “CHANGE YOUR UNDERWEAR.” “CHANGE YOUR UNDERWEAR.” “CHANGE YOUR UNDERWEAR.” The “Palsis Royal” is difficult word for birds to Pronounce, Dus by the look of the ¢ye of one gentle man swallow, Who first watched his wife prepare a nest and then the crowd of spectators below, he certainly imtended to say: “GO TO THE PALAIS ROYAL.” “GO TO THE PALAIS ROYAL.” “GO TO THE PALAIS ROYAL” “GO TO THE PALAIS ROYAL” “GO TO THE PALAIS ROYAL” tw-Seriously, ladies and gentlemen, we may conf- dently invite you to look through our stock. The removal of Deputy surveyor Wyatt, of the New York customLhouse, wears two Separate and distinct faces, according as the charges preferred against him by his supertor, Surveyor Beattie, or his own defensive statements, are accepted as true. The charges represent him as trading in the patronage of bis office, even to ‘the extent of demanding money from his subordi- natea His defense represents him as the victim of persecution by spolismen, against whom he is defending the purity of the service by refusing to dismiss and appoint men at the deck of more powerful politicians. The ordinary mugwump mind may well recoil at the prospect of such an investigation as this quarrel invites; especially in ‘View of the fact that the leading adviser of the Femoved deputy is the distinguished John B. Haskin, otherwise known as the Big Chief of the Tuscaroras, who, since John Kelly's death, has assumed to act a# spokesman Jointly forTammany Hall and the civil-service reform party. $a ‘There seems to be something to explain in the treatment of Captain Thomas 0. Seliriage, whom Admiral Chandler sent home so suddenly after the recent fatal accident at target practice on the coast of Japan. Why Captain Selfridge was not tried on the spot by a beard of officers, and why he was not even allowed to go in person with an apology to the government, does not appear. He seems to have been sentenced to indignity first, with the prospect of being tried for his alleged of- fence afterward. There may prove to be in the ‘merits of the case abundant reason to punish him; Dut in civil life he would not have received the bulk of his punishment tll he had had a chance to ‘speak in bis own behalf. Secretary Whitney will ‘undoubtedly insure him full justice now that he has got here, and he will be degraded, or repri- manded, or let go, according to the showing he is able to make for himself, But the lightness of the burden be may have to bear will hardly atone for ‘what he has suffered already, apparently without any real necessity. es ‘The opponents of the long and short {aon outoumber its advocates before the probed Commerce Commission in its Southern tour. A Fepresentative of the farmers said to the Commis- ‘sion that they did not appear in force before it be- cause they had assumed that the law would be enforced, fourth section and all The many who ‘ure injured each a little by discriminating rates are not individually such large gainers by a re. form that they feel able to chase over the country after the Commission like the favored few, whose great gain, representing the aggregate of the small individual losses of the many, is threatened by the law. The bearings of the Commission, too, asthe Baltimore Sun potnts out, are held only at competitive points, where sentiment is, of course, favorable to the suspension of the long and short haul clause, and not at local stations and other non-competitive points, which that section of the daw was designed to relieve and protect. ——<——<— ‘The Mexican bull-fight is not only not behind its Spanish origiual for excitement and the ready ow of gore, but it 1s modernized and adapted to our age of progress by the introduction of the @iectric lignt into the arena. Tae Fisarc ‘Known as Cheviot has of late yuars become very popular with men of ood taste in Gres, There ares variety of reasons for this, chief among which is the fa¢t that from its loosely woven texture it is the coolest possible material for street or business wear. While it is apparently rough in surface it is soft and silken to thé touch, and possesses heft enough to retain its shape. ‘From ite increasing popularity the great designers have lent their best efforts to Produce patterns in cheviots that vie with the ‘most elegant French cassimeres. We have this season secured the choicest results of the de- signer’s art im cheviots, and fashioned them into garments—ready for immediate use—that will compare favorably with the very finest custom-made clothes it is possible to produce.
