Accordingly he has issued an order prohibiting the sweepings from the hall- ‘ways, stores, shops, warehouses, etc., of New York from being swept on the sidewalks or into the streets, and a number of arrests have already ‘Deen made for violations of the order. ‘This is a step im the right direction, and, on the principle ‘that an ounce of prevention fs worth a pound of cure, it will go very far toward securing the end im view. The new rule will, moreover, if carried out, largely reduce the cost of street sweeping, ‘which has become so large an item in all annual municipal expenditures. By the way, if such an order has not already ‘Deen fasued here, it would be well for the Commis sioners to issue it at ones, and cause it to de rig- Adly enforced. Especially ought the scattering of Fags, paper, etc., on the streets be prevented, whether in large or small pieces. That sort of ‘thing is indulged In altogether too frequently, and has become a regular nuisance in Washington. ‘The practice, in addition to largely increasing the Mlth of the city, is really a source of danger, ‘since few things are so likely to frighten horses as, Tolling and fying bits of paper; and more than one very serious injury has resulted from that cause. Under the police authority given them by ‘the act passed at the last session of Congress, the District Commissioners undoubtedly have the power to issue a regulation to this effect, and they ‘should not hesitate to exercise It. ——————____ ‘There is wisdom in the advice of the Paris news- papers to their readers, that this is especially a time for holding their patriotic enthusiasm in cheek, The tendency of such an affair as the ar- iest of Mr. Schnaebeles is toexcite into life all the bitterness that may be latent in the French soul toward Germany. French popular enthusiasm, particularly tu relation to anything that concerns Je pagrie, is as uncertain an element as gunpow- der when a torch 1s near at hand. It may, by its sudden and violent expansion, destroy the most perfect fabric that diplomacy can construct. If the French people should take ft into their hearts to «irop peaceful negotiations at this stage and de- mand reparation for the Schnaebeles incident as the alternative of an uprising against the German residents in France, and perhaps 8 compensatory insult to the German ambassador, Germany might ‘be justified in maintaining that she had not yet satisfled herself as to the merits of the case in controversy and refuse to be pushed or goaded into @ course which her calm judgment would after- ‘ward disapprove. Nothing would then remain to the makers of these threats but to retreat from a ridiculous position or to overthrow their govern- ment, return to the chaos of thecommune, and in- Volve their country tn civil strife as well asin an- other war with its traditional enemy. —<$—— a It has taken Mr. Gladstone some time to get to the front with what he knows of Mr. Parnell’s opinion of the Phenix Park murders, but he has got there at last. His testimony will weigh, in the minds of most candid Englishmen, at least as much as the assertions of the London Times on any subject, and perhaps more. The only possi- Die reconciliation between the attitude of Mr. Par- nell as revealed to Mr. Gladstone and his attitude ‘as revealed by the letter published in the Times— assuming the letter to be genuine—rests in the ‘Supposition that he was playing a double part, and inviting a double risk of exposure by commit— ‘ng himself to writing in both characters.
