A y of western settlers has now, at the Instance the Indians and their advocates, a similar griev- It Is not necessary to discuss what rights, the Indians hadin the Winnebago and Creek reservations. The executive branch of the United States government deeided that they had none, and on February 8, 1885, President Ar- ‘hur threw open the reservations to settlement. itis Said with truth that the first advantage of the opening of the reservations was enjoyed by land speculators, who had early Information of the Sntention of the government to take this step. But these were not the only persons Who entered the reservations after President Arthur's order and be- fore that of President Cleveland revoking tt. Re- lying upon the action of the United States in de- claring the reservations public land and inviting nt hundreds of persons not only from but from Minnesota and Iowa entered and settied in good faith, buliding houses and plowing land, sometimes selling out property at a disad- vantage at their former homes, in order to make the change, with the long journey and heavy ex- penses at the outset. The United States having invited these settlers there, after a period of delay notitied them in effect through President Cleve- land that a mistake nad been made, and that they aust abandon their homes, and without compen- sation, and a military company bas been ordered tothe reservations. Some of the settlers are stub= born and refuse to leave without compensation. If the promises of the United States to the Indians were of stich character, as construed by President Cleveland, as to justify lim in overruling the con- trary construction and decision of his predecessor, and in revoking an executive order which had been acted upon in good faith, then the implied promise to settlers invoived in the formal opening of the reservations to settlement should be observed by the United States to the extent, at least, of se- curing considerate treatment and compensation to those Who, Without fault of thetr own, have been misled and injured by the contradictory acts of a vaeiliating government, —— 2 As stiggested at the outset In these columts, the Sehnaebeles incident may not turn out so dreadful wu affair as the sensational newseatherers pro. posed to make tt. The first question at Issue be- tween the French and German governmentsts, of cours, as to the manner of the arrest. If it can be definitely settled, as the French authoritles sa; it can, that Scbnaebeles was fraudulently dec across the frontier, the whole matter probabiy ends there, Prince Bismarck 1s hardly likely to dety every rule of Internattonal ethics by holding | fast toa poiltical prisoner eaptured in that fashion. | he accusations against the captive are of no common crimes. Ii he had committed thett or Jonzery or breach of trust om German soil and the detectives had lured hin back by a sharp trick, the most the Freach Government would have felt called upon to do would have been to see to it, through its diplomatic representatives, that the man had a fair trial and a sentence in accordance with local law and usage. But im the present instance it 1s different. Sehnaebeles Was a public functionary, summoned, by what he supposed was official au- thority exercised in good faith, to repair to the boundary and do a certain plece of work which would require his passing into Germany. His seizure at the frontier for machinations against ‘the state, even though in German territory, would ‘ve open to censure if accomplished by such means; Dut the case becomes far stronger If, as the French. assert, his captors followed him across the border into France. When the whole matter shall have ‘deen investigated, it is probable that the German government will treat tt Just as any other civil- ized government would, and, if Schnaebeles can make out his case as he now states it, there will be ap apology and an acceptance; he and his “incl- denv” will drop back again tnto the obscurity from which they momentarily emerged. The local option elections in four of the five dis- triets of Rockingham County, Va, resulted in victory for the prohibitionists. The Ashby dis- trfet gave the handsomest majority, namely, 800. Yhe Harrisburg district gave 244, and the two other districts are claimed by small majorities, ‘This is a sign that the citizens of that neighbor. hood are awake to the perils of the free liquor traffic in a sparseiy-settled country where there are so many idle, shiftiess, and ignorant people ‘with no higher altus in life than the satifaction of their appetites. There ts no question about the progressof the prohibition movement tn the South, especially in the agricultural districts, where the fog shop demoralizes farm labor and isa fatal drawback vo progress and fmprovement of any — $$ oo ‘The row over Keifer as the proposed orator at the unveiling of the Garfield statue does not seem to «quiet down, and the stage In the campaign against ulm has now been reached when his speakersbip record and the factsof the Ketfer-Boynton unpleas- antness are being published against him. Keifer evidently has no invention of retiring under fire Irom his sem{-military position as orator to the veterans, The occasion will celebrate rather the persistency of Ketter than the merits of Garfleld. ‘The short time allowed the orator and the annoy- ing circumst: under which the speech 1s to be made would prevent the deltvery of a companton piece to Blaine’s magnificent eulogy ot Garfield, even if Keifer were intellectually capable of com. posing such an oration, —————— ‘The New York World chides its exchanges for referring to a Mr. Guthrie as the author of “Vice Versa" and adds: “The author of this remark. able book 1s F.
