Mr. Bright presided last night at the Friends’ Meeting House, in St. Martin’s lane, where a large audience had assembled to hear a lecture by Mr. Wililam Jones, a member of the Peace society, on “The Late War Panic in Enrope, and its Lessons.” At the conclusion of the lecture John Bright said: “With regard to this question of peace, we are Teally as far off asour forefathers were, and nearlyas Savage and barbarous. A French statesman, & member of the French chamber, said, speaking of England and it8 foreign policy, that ‘we were in a State of peace soothed by occasional acts of rapine.’ (Laughter.) That phrase to a large extent de- seribes the condition in wilch our country has eeu during the whole reign of the queen. Sir Robert Peel is the only practical peace prime mine ister I have known Iu nearly forty-four years I have been in the house of commons, and I recollect the solemnity and almost the grief with which he ad- dressed the house of commons on one occasion when there were differences with theU nited States, which differences were fortunately arranged, and’ peace Was preserved. Now, how many wars have we had during the queen's reign? We have had warin New Zealand, and I recollect a clergyman of the Church of England telling me how shocked and Rorritied his son—one of the officers e as ‘on one occasion at seeing the dead body of a New Zealand woman Who had been Killed fighting by the side of her husband or her brother, against us, in a war fn which that officer was obliged to admit that the New Zealanders were entirely right and we were entirely Wroug. We have had three wars in China, We had a Zita war not long ago, made absolutely by a man without any orders from this country, @ man who professed to be really intlu- enced by the Christian faith and religion. That cost US a great many English lives, and we de- stroyed tie Zulu nation, at the’ same tume bringing confusion into that part of South Africa. We Have had a Scind war, tn which one of the Naplers was concerned, 4 war for which he had not the slightest. Justification or instruction from. this country. ‘Then there was the great Sikh War, by which the Punjaub was annexed to the Eng- lish dominion in India, ‘There were also two Aighan Wars, for which there was not a particle of Justification, tm one of which a whole English army was destroyed. We heard during Mr. Jones’ address something about the cruelty to animals in war, Now, in the last. Afghan war no less than 60,000 camels were destroyed. You can easily imagine what they must have suffered, to say Bothing of the sufferiug of the Afghans and Ia- dians, Who must have suffered enormously also, ‘Then we have had three Burmese wars, the second of which I recolleeg was got up on pretenses abso- lutely fraudulent :thd scandalous. “Then we come to the Crimean war, the really big war of our time, though it did not last very long. But as to its severity and. the mortality caused by it no man is able to make an accurate computation, A book written by a French gen- eral, who lately visited the Crimea in connection With the cemeteries there, estimates that the Dodies of 250,000 men are iyiug there. I betleve The Russians ‘alone buried more than 300,000 on the north side of Sebastopol, and the 250,000 does not include the Vast nuinber of Turks who died in hospital at Scutarl, or the tens of thousands of Russians who died'in their long marches from the north to re-enforce their army at Sebastopol, Kinglake, in hls history, estimates that one milion men lost tuetr ives in that struggle, a number about equal to every adalt nan in this vast city of London. And what were all these lives sacrificed for? Abso- lutely nothing whatever, because the ‘only ap- parent result Was a slight Iholtation put upon the Russian government with regard to its future fleet In he Black sea, and that was sur- rendered the moment the Franco.German war out; for the emperor of Hussia knew Engidnd hersetf could not insist on the continuance of the limitations, ‘There was a meeting Of statesmen, as they are called, in this city and the lmitatton withdrawn, and Russia 18 now just as free in every ‘as she Was before thé Crimean war.
