THE EVENING STAR, WASHINGTON: PuIDAY April 8, 1887. = ‘The Evening Star bas = regular. permanent bena tide daily circulation more than treble y other daily paper published iu atom, and much greater than that Advertisers will serve their own purpose best, and at the same time greatly accommodate Tux Stax, if they will send in before noon to-morrow their announcements for the extra large edition of Saturday's paper, the forms of which must be sent to press much earlier than om the other five days of the Week. - a It Js periodically announced that no more gov- ernment clerkships can be given to the District of Columbta, as {ts quota upon the basis of population ts already ful! and overflowing, and this annoance- ment has aiso been feebly urged as an excuse for ¢ Dag appointments to the local offices of the District, It is true that many citizens of the states of theyUnion in government employ, not appreciating that a castron rule would be enforced distributing offices like spoils among the divisions of the Kepubile according to population, have in years past incautiously allowed them- selves to be assigned to the District, and to lose citizenship elsewhere, and it 1s true that under the absurd rule aforesaid these residents so assigned shut out other appointments to govern- meut c.erkships from the District. Except so far ‘as this condition of affairs is used to Justify the Violation of a promise‘of local offices to the Dis- ‘ict, the Injury ts to the government service and not to the Distriet, or to any state or territory ‘which bas exhausted its quota, By competitive examination the government seeks the best mate- rial available, and then often Mmits its range of selection to remote sections of the country, bY this rule. If any other great factory, than the government workshop, situated in an eastern city, should advertise a competitive examination to secure expert workmen tn some branch, and should exclude the workmen of its own and tae neignbor- ing states, and say, for instance, none but Texan and Californian workmen need apply, one would see at onee the absurdity of the thing. But entire exclusion from government clerkships, if enforced, ‘would not be an injury to the people of Washing- ton. ‘Those residents who perform the humdrum work of the departments may be brought from Alaska, if desired. The youth of this expanding city will find more active and self-reliant life tm ‘other pursuits, and with the city’s growth new ‘opportunities for profitable occupation present themselves. Those classes of light manufactures which give wealth to Pars will eventually support ‘thousands in this city. If employment in the government workshop has irresistible attractions, 4 trip to Alaska in search of citizenship will be all that fs necessary. Doubtless the Alaskan quota 1s sition majority in Michigan, and have some hope of overcoming {t altogether; but the probabilities are thet tls hope will not be realized. In the New York legislature the probibitionists jotued the liquor men to oppose the high license bill of the temperance people. In Michigan the temper- ance advocates, who favor stringent regulation Of the liquor traffic in cities, and its prohibition, if in accordance with local sentiment, in the coun- try, voted with the liquor men against general, constitutional probibition. The cities opposed pro- hibition almost solidly; the mass of the counuy Voters favored ix. The wisest laws are not always ‘the very best that can be framed in the abstract, ‘But are the best which the peopie cam endure and ‘wil enforce. It is upon this principle that local ‘option laws are vindicated. If the prevailing sen- ‘ment of a limited district favors prohibition, each restdent adhering to that sentiment will see ‘toyt that a prohibitory enactment ts enforced. Im ‘some of the neighboring counties of Maryland the ‘happiest results are produced through decisions Yor prohibition under a local option law. In the centers of population, if a choice were given, the decison would be for high license, instead of for prohibition. All voting on the subject, including the recent election in Michigan, shows this con- ‘elusively. And as our eities and their citizens are ‘a4 present constituted the fuil enforcement of 3 prohibition law is impossible. A prohibitory ‘amendment to the Constitution of the United ‘States would not now be universally enforced; nor ‘would a prohibitory amendment to the constitu- tion of astete. All who favor the reduction of the admitted evils of strong drink to a minimus, canunite in favoring the system of local option, ‘and in working under that system to change pub- ‘ie sentiment in the local districts now opposed to probibition. It seems wiser asa present expe- tent to prohibit the liquor traffic where the peo ple want and will enforce such a law, and to place ‘he traffic under stringent regulation in places ‘where the people will not as yet favor and en- force prohibition, than to endanger what 1s already gained by narrowing the alternatives to a choice between absolute prohibition everywhere and unrestricted liquor traflic everywhere. ‘The recent eiections teach tothe opposing politi- cal organizations not only the necessity of a def- mite policy upon the great issues of the day, but also the public demand for good candidates and good methods. Something more than the name ‘will be required to hold the voter to the republican or the democrgtic ticket. Not only do the liquor | and labor questions override and in part obliterate party lines, but on small provocation in the char- acter of iegislation or candidates, the voter de- clares himseif independent of party ties. The labor strength was drawn from both parties, and im some places both parties fused against it. ‘Voters on prohibition divided on an issue to which party organization seemed insignificant. Dis- scusted democrats voted for a republican mayor of Philadelphia, and disgusted republicans voted for democratic Officers in Minneapolis and a demo. eragic governor of Rhode Island.
