Among the various remedies proposed for the evil are legislative intervention in the affairs of muni= ctpaiities, the absolute probibiti stich Inter- vention, laws providing severe penalties for an- faithfulness or neglect. in municipal officers, the apptication of the principles of civil-service reform to suck offices, the adoption of a system of minority representation, a lim- ftation of the power of voting upon questions of expenditure and taxation to tax payers, and the broad separation of executive and legisla- tive functions in municipal governments, with a great enlargement of tue powers of the mayor, and a direct responsibility on the port of elective executive officers to the people.
