A meeting of citizens living in the county, east of the Bunker Hill road and south of Anacostia {| River, was held last evening at 15th and H streets northeast for the purpose of forming a citizens’ ‘association, to be Known as No.9. Today the Washington small boy, taking ad- vantage of the immunity granted on the Ist of April, played all sorts of pranks on the ‘unsuspect- ing old person, pinning streamers of Paper on his coat tails, calling out to him to “look out” when there was nothing for him to “look out” for, and perpetrating other jokes which on any other day would have insured him a sound drubbing. Stu- dents of folk-lore to whom a Sap reporter applied were unable to give any definite information as to the origin of the facetious observances peculiar to All Fools’ day. CAN A VIOLATOR OF THE SUNDAY LAW, AFTER HIS LICENSE HAS BEEN REVOKED, GET A NEW ONE? ‘The question has been raised in connection with the recent cases of Uquor sellers who have been convicted of violating the Sunday law whether, after a license has been revoked for that cause, and the party should apply for another, and fulfill the requirements of the regulations in this regard, the Commissioners can consistently grant him such a license? The Commissioners are averse to expressing an opinion on this matter before it ‘shall have been brought before them in such man- ner ag to admit properly of their action. In a con- Versation with Commissioner Webb to-day he told STAR reporter that he has not yet thought of the matter, but he didn’t see why, if the man has ‘suffered punishment as far as the law would allow tor one offense, he should be made to suffer for an offense which he has not yet committed and Which there is no proof that he intends to com- mit; meaning, virtually, that if a man’s license has been revoked for cause, and he should make another application for a license and somply with the law, that the fact of his license having been onee revoked should not militate GaSe a re- issue. “If the arguments which Mr. Henkle made some time ago,” sald Mr. Webb, “are true, we have absolute power over the granting of licenses, and could refuse an issue even after the te shall have done all that was necessary under the law. Mr. Charles McCaffrey, a triend and former busi- ness associate of Mr. Crowley, stated toa Star ‘porter to-day that Mr. Crowley was not missing. “He left the city yesterday imorning at. 7:30 o'clock,” said Mr. McCaffrey, “to go over to see a ‘sick iniend in Baltimore, an old schoolmate. He got atelegram the night before that his friend was very Sick, Mr. Crowley wanted me to go over with him, but as T could not go I told him to go over, and that I would meet him there in the morning.” Mr. McCaffrey went to Baltimore to- day to join Mr. Crowley. Terrie Washington, coiored, identified the de- fendant and wife No. 1. She said she had written letters to the wYe for the defendant, addressed to “Dear wife.” She said the wife was then in Rich- mond and he was in this city. Detective Mattingly testifléd that when he ar- Tested the defendant he said he was not married to Mrs. Rollins No.1, but had lived with her. Later, when on the way to the station-house, the defendant asked how much time he would get. Witness said he did not know the tithe he would get, but he wouid probably not get more than two or three years. | He then said, “Tell the truth. 11s married to her.” Rev. R. J. Howard testified that on St. Patrick’s night he married the defendant to Mary Lizze Stewart. Mrs. Kollins No. 2 wasnext called by her maiden name, Lizzie Stewart, but she said her name was not Stewart, but Kollins.
