WASHINGTON: SEDNESDAY anseens ‘March 30, 1887. CROSBY s. NOYES. ‘The Evening Star hos 2 regular. permanent bona fide daily circulation more than treble that of any other daily paper published In Washington, and much greater than that all the other daily papers here added ‘The New York raliroad commissioners report that the heating of cars by steam from the loco. motive Is practicable and advisable, and disfavor the use of any kind of stoves within the cars. In ‘the discussion aroused by the White River Junction disaster the question of the practicability of steam heat inghas aroused the greatest controversy. Cars are this heated successtully on a number of roads, east and west, and economy and safety are claimed for this method. It 1s objected that whtle ‘Steam from the engine may heat short trains, 1t ‘Will not be successful in heating loug trains on the northern roads; that {t fatis to meet the case @f detached cars in remaking trains, and that ad- ditional stops for Water will Increase the Une re- quired to make a Journey. To meet these objec- tions it is urged that by the improved methods of ‘steam heating long trains can be warmed as well as short; that detached and waiting carstmay ‘De heated by statiouary furnaces and bollers; that Af suMctent steam cannot be spared from the loco- motive, a small fire-proof car, containing an inde- pendent and complete apparatus for making and Supplying steam, may be added to the train, and that the actual practice of certain of the railroads, especially the Boston and Albany road, shows ‘that there is nothing insuperable In the objec- Uons. The suggestion that the ears will not be so ‘warm When steam Deat 1s used will not alarm travelers. Under the present system of over- heated cars the passengers are subjected to a gentle, pretuniaary roasting, preparatory to an experience of the ¢»nuine article in case of an ac- cident. The weixht of argument and experiment seems to favor some form of steam heating. The matter should be agitated until definite and satis- Jactory results are attained, and this should be suecomplished before a change of the seasons ena- Dies the railroads to adopt the sate and economical solar heat as a substitute for the car stove. If permanent security from the dangers of the car Stove shall be secured as the result of the recent Vermont disaster, the victims at White Itver Junction, like the early martyrs, will not have burned in vain. $< ‘The question 13 now under vigorous discnssion ‘whether hissing at a theater is reasonable ground | for the ejection of the offender. Surely it 1s not, unless it Isdoue in such 2 way a8 to amount to disorderly conduct, and to become a nuisance to ‘the offender's fellow auditors or spectators, ‘The actors have no right to complain. ‘They Invite demoustrations of approval, and if the opinion of those who pay te hear them Is sought they cannot Tequire disapproval to take the shape of cold silence, while the elaque vigorously pound the oor and disturh the ‘There is nothing in the contract between actors and spectators which gags the latter unless they wish to approve, But either appianse or hisses may disturb others who have paid to hear without interruption what the actors have to say. Among the Spectators there should be mutual conces- sions, and if those who disapprove will not view as disorderly plaudits, often hired, which agitate the alr more than hisses, and which tend to prolong the agony of the performance, then those who approve should endure expressions of @isapproval from the suffering remainder of the spectators. The system of theater management whick threatens him who expresses disapproval Dy a subdued hiss with ejection, and imposes the disturbance of hired applause and the torture of unwelcome encores upon the cowed audience, Is Jargely responsible for the timid endurance by the American pubite of performances that ‘Would not be tolerated in Europe, which in theat- Fieal matters is the real Land of the free and home ofthe brave, The finest acting and singing are | developed where every hearer 1s an outspoken eritie. Where the good elicits enthusiastic approval and the bad 1s condemaed on the spot. $< - The most abominable ot many obnoxious fea tures in the new Irish coercion bill, as outlined in the cable dispatches from Londen, is the prac‘ical abrogation of the right to trial by Jury. From the reign of King John to the present day this has deena branch of the judicial administration In England and her provinces, most sacrediy guarded from assault by the crown. The cost of tritling with it In the American colonies cost George I a seven years’ war and an fnglorions surrender. ‘What its effect will be in Ireland, if pariiament is Diind enough vwothe interests of the empire to pass ‘The bill as it comes from Downing street, remains Tobe seen. There are few indicnities which « spirited people would ordinarily be quicker to re- sent than their deprivation of a right long enjoyed ‘without hindrance, to have the accusations GG. But Ireland is not made grateful for the present whipping by a Vague promise of salve for the wounds inflicted, apd to a disinterested person there is something curiously inconsistent tn providing stringent and despotic regulations, even to a certain extent abolishing trial by Jury, in order to suppress symp- ‘Toms of public discontent at eviis which are reeog- nized and for wileh a remedy is in the same breath Promised.
