A Larger Represntation on the Central Commitice Asked For—The Water and Gas supply. A meeting of Citizens’ Association, No, 5, was held last evening in the chapel of the Lutheran Memorial Church, and the president, Mr. Reginald Fendall, reported the following revision of the Dounds of the divisions as agreed upon by the presidents of the various associations in their re. cent conference: 1. That the District of Columbia be divided up as follows: Divison No. 1. All that part of the city of Wash. ington lying south of B street north and Mis- sourl avenue and west of South Capitol street. Divston No. 2 All that part of the city of ‘Washington lying east of South Capitol street, west of Anacostia river, and south of East Capitol street. Division No. 3. The recommen- dations were then voted on and adopted. Dr. Lovejoy made a motion that a committee of ‘three be appointed by the chairman of the meet- ing to recommend fifteen delegates to the central committee, the same to be reported at the next meeting. ‘Tle motion was carried and the follow- ing committee was appointed: Dr. Lovejoy, chair- Iman, Messrs. Shield and Atlee. It was resolved to hold’ a special meeting next Monday night to amend the constitution, ‘STREET CARS, WATER AND GAs. Prof. Harry King then gave an account of the uprising of the patrons of the 14th-street line against the principle of working without pay and without thanks. In consequence of their untted efforts, he said, the railroad company had hired a few conductors of their own, thus relieving, in part, the patrons of the line’ from the duties of Unat pesition. This recital of a successful revolt moved Prof. Otis Mason to inquire if anybody in Unat division ever had water en hin the morn- lng to wash their faces, if they did not save it over night. For two years, he added, that he had been unable to get enough water tor Uns purpose at 7 o'clock in the morning. Mr. Thos, H. Chase suggested that if he de- pended on the gas light to see his face he would not Know whether it was washed or not. In further continuation of the discussion of this subject Mr. H. G. Jacobs said that in his neighbor. hood it would be easy to get water to wash early in the morning. There was a depression in the sidewa!k which formed a pool several inches deep every Ume it rained. ‘This had been the cause of numberiess communications to the Commissioners during the past two years, but to no effect. Mason at the National Museum last Saturday afternoon. The lecturer’s subject—the history of human arts—ts of such widespread, popular interest, and Mr. Mason pos- sesses in so eminent a degree the talent of impart- ing his thoughts to others, that I cannot forbear to suggest, turough the columns of THE STaR, that Prof. Mason will at some future time be prevailed ‘upon to deliver a series of discourses on this same Subject to the youth of our city. Geans, ibrarians; Miss Minnie Hess, organist ‘The Liquor Traffic. ‘WHAT COMMISSIONER WEBB SATB, Commissio ner Webb ‘said to-day to a Srap re- Porter in regard to the complaint that has been mide of the increased number of licensed retail Uquor sellers: “Their increase really results in giving us the control over those persons who take out retail liquor licenses.” He went on to say,in explanation of this statement, that persons who pay a license tax of $25 for the sale of lUquor by wholesale are supposed to be persons of good character, and the Commissioners cannot Yery well subuhlt them to police surveillance. Where it 1s found, however, that they permit the drinking of Hquor in their establishments, and {t comes tO the notice of the police, they are’ imme- diatviy required to take out a retail license.
