THE EVENING STAR. WASHINGTON: Senator Cockrell has taken a gigantic task in hand in attempting to probe the methods of work tm the various executive departments of the gov- ernment. The machinery of these departments 4s complex to the last degree. It could scarcely be otherwise without interfering with the present system of checks and balances used to protect the government against frauds on the one hand and against state of helpless dependence upon cer- tain Individuals on the other. ‘The complaint is often made now that there fs too much “red tape,” and that the employes of the government have very few hoursto work, and very little work within those hours as compared with persons employed {n ‘similar capadities by private business concerns. ‘There is doubtless some reason for this assertion, Dut {t would be hard to find public business con- Gueted anywhere without such annoying features. ‘The theory of government work Is that it must be put through by processes as nearly mechanical as may be, s0 that the death of a clerk or his removal ‘will not throw an entire office out of gear, and so that the dishonesty of any one servant will be promptly discovered when the work on which he Practised it is turned over to a fellow servant for the next stage of Its progress. All this involves ‘the reduction of business to infinite detail and its distribution among a multitude of people. The Geiays incidental to the passage of partly finished ‘work from one desk to another accounts fora great deal of the alleged idieness on the part of the ‘bureau clerks. If Senator Cockrell and his com- mittee can find a way of simplifying the processes necessary to the proper protection of the govern- ment their discovery will be warmly welcomed— ‘by none more than by the ctvil servants directly Interested. —<—<—<—<——__ A regular correspondent of one of the Sunday papers charges In yesterday's issue that the most Gemonstrative of the antl-Trotter papers acqut- esce, iInadvance, in the appointment of a non- resident to the vacant District judgeship, and in- sinuates inconsistency on their part. ‘This charge, 80 far as it refers to Tux Star, is palpably without foundation. In every utterance of this paper upon the subject the appointment of a resident has been ‘urged. The appointment of non-resident to this pffice would threaten far more serious permanent injury to the District than the appointment of a non-resident recorder of deeds. The latter appoint- ment fs inexcusable, in view of the promise in the democratic platform, but beyond establishing an- other precedent of pledge-breaking at the expense of the District and of democratic approval of carpet- bag rule, and beyond transfering several thousand dollars of District money to Hyde Park, the main injury is to the feelings of the contemptuously ‘treated citizensof Washington. The injury done by making the judgeship a political reward, would, from the character of the office, be lasting and ir- reparable.
