Y 3,°1887—WITH SUPPLEMENT. ‘THE CASE OF TROTTER. Reported Adversely to the Senate. ACTION EXPECTED TO BE TAKEN AT THE NEXT EXECUTIVE SESSION. In the secret session of the Senate yesterday afternoon the nomination of James M. Trotter for District recorder was reported adversely from the District committee. One objection carried con- | Sideration of the case over, but tt will be reached at the next executive session, which Will be held Some time to-day or to-night. Mr. James Monroe Trotter, the deputy recorder of deedsgand the nominee for the office of recorder, Temains In the city. Recorder Matthews appears to have taken}full charge of -him. Yesterday Mr. ‘Trotter was kept nearly all day in Mr. Matthew's Private office in the basement of the City Hall, the room formerly occupied by Mr. Ramsdell as regis- ter of wills, “All attempts of reporters togain ac- to the room were unavailing so far as the econcerned. ‘The door would be opeued a little way, Mr, Matthews’ face would ap- pear t the opening and Mr, Matthews would tn- fortn the reporters that Mr. Trotter had gone away and they would have to seé him at, his’ boarding honse or some other place. At the boarding house hamed nothing Was known of Mr. Trotter or his eabouts. A humber of colored men called at t times during the day, and cigar smoke # sonnd of Voices and mien laughter floated © through the open transom of the room in*o vaulted corridors, Now and then some person the Who came froma the room vouchsafed a litle infor to Mr. Trotter's personal appearance. Mr. Trotter was atthe city Hall again, but he ventured forth soon upon the public street. Attired neatly, with a stylish brown overcoat upon hus rather good fgure, he wandered away trom the city Hall, sauntering” past the Police Court and turning down Louisiana avenue towards7th street, It that a Stak reporter overtook him “Is this not Mr. Trotter?” Mr. Trotter Was evidently in sotue doubt whether tt was or not. ‘The question raised a metaphysical problem: Unat could not be answered on the instant, so after giving a sift glance at the reporter he giued his eyes upon Some point straight ahead and quick- ened his pace. The reporter dodged a barrel that stood In The Way, and quickening his own pace after giving Mr.Trotter, as he thought, time to come to a definite decison as to whether he was Mr. Trotter or some one else, remarked “Good morning, Mr. Trotter." Mr, Trotter forged ahead and the reporter was about conetuding that it was. Bot acase of inetaphysies, but a cold shoulder, When the lips of Mr. Trotter were opened, thougli his feet were not stayed, “Ido not want to seem. impolite,” Were the words that. were strewn along bis path, “Ido not intend to talk with you. want to be respecttal_to you, but Ihave nothing to say at all, and do not intend to say anything.” ‘Then he made a turn across Louislina avenue, leaving the reporter musing on the curb. The form ot Trotter with his stylish overcoat een to approach the Avenue, and soon he was lost to sight in the throng on that crowded thoroughtare, Still musing, IC 1s presumed, on the question: “Ani 1 Trotter, of am I not ‘The Columbia Club. The House at this {ime was in a state of wild confusion, members on ‘the floor and spectators in the gallery indulging in Joud conversation, and order was only restored by the combined efforts of the 3] ker, the se1 i at-arms and his deputies, ‘The agricultural bill 1s amended by oppropeaa $50,000 to continue the sorghum experiments and $500,000 for establishing 4 bureau of animal mdustry. Mr. King got, recognition, and had passed under suspension of the rules a bill appropriating $75,000 for a building at Monroe, La. * ‘Then there was a wild rush for recognition. ‘Mr. Barksdale alone got it. As to Favored Sections. A DISTRICT OFFICIAL'S ANSWER TO REPRESENTATIVE Several of the statements made by Representa- tive Henderson in ls speech yesterday about the District appropriations have caused some com- ment at the District government building, An oftictal sald: “Mr. Henderson made one mistake in his speech last night which should be corrected In referring to the disproportion of the appropria- Uons asked for the northwest. section of the city he stated that New Hampshire avenue, which bi committee had struck out and for which they had substituted New Jersey avenue had been restored by tie Senate, ‘stating that this was a discrimination "in favor of _ tie claw-hammer gentry of the northwest section. ‘That Was a mistake or misapprehension of thé fact. AS 1s well known New Jersey avenue, north of the Capitol, 1s as much a part of the northwest as 1s New Hampshire avenue, and you will see this by referring to the map. Now, see,” said he, potnt- Jug toa map Of the streets, “here Is the street witch denotes the east and west section of the city, and you will observe that New Jersey avenue, from where it leaves Une Capltol grounds to its in: tersection with the boundary, is enurely within the western and northwestern Section. Besides, tt Iremember rightly, the appropriation originally asked for by the District Commissioners was to have been equally divided between those two avenues.” ——— Amusensents. Mor.
