Our esteemed Trotter cotemporary, the Republi- can, continues to insist that the District 1s “not a territory in the sense in which that word fs used, either tn law or platform-making,” and that the democratic platform did not adopt any plank promising home rule here. It appears from what ‘Tug Stam has already published that the demo- cratic convention, as a matter of fact, intended Yo meet the case of the District as well as of the territories proper in this plank. The resolution in conformity with which the plank Was prepared made the claim both for territories and District, ‘and no distinction between the case of territories and District was urged before committee or con- vention; but asthe District had been classed as a territory in ail the other proceedings of the conven- ton, 2 designated specifically as such in the roll-call, It continned to be viewed asa terr!- Tory In the adoption of this plank, which fact was recognized Ly the whole convention, as well as bY the District representatives who supported and ‘Yoted for the plank which the Republican pro- fesses to think Was Intended to exclude the community which they represented. Every one knows that the District ts not technically either a state or territory, though 4m many respects its condition closely approxt- mates that of the territory.
