No one can be- Meve that the District teachers are over-paid, and "Tur Stax hopes that the appropriation for salaries will be such that there will be no necessity to re« duce the compensation of any of them. The mat ters of “Io ¥ Increases” and of sub-assistant3 at low salaries with which the statement largely deals are not of suMiclent comparative importance to entitle them to much space in urging upon Con- gress the present school needs of the District. The great pressing need of the District school system 1s that ef more s buildings for the low grades. We trust on ti teachers’ account that the school board will obtain the slight increase in the appropriation forsalaries for Which they argue so elaborately and forcibly, but the conference committee should not be misled Into the belief that this 13 the only or the main point concerning which the people of the District are solicitous, The committee should, above all things else agree to make adequate provision for school accommodations for the low grades. The citizens of Washington are not particularly inter- ested in a discussion as to the persons respousibie for the condition of the low grades, except so far as the decision of that question is the preface to reform, and they are not iinpressed in the least by a showing that the ablest teachers which rigid examinations can secure are on hand to teach the | low grades all day long, 1f only there were schools | In which to teach them. They appreciate that, however fine things may be In all other respects, | thousands of pupils are turned from the schools for half of each day; that this condition of affairs 4s an injury and disgrace to the District, and they demand a change.
