How to secure Just treatment of minorities in a representative ody and at the same time obtain satistactory per- formance of the work of legislation, especially ‘where the legislative body 1s large in numbers or Ms sessions extremely short, ts a puzzle in all re- Presentative governments. The American pre- ‘vious question 1s recommended to the English parliament as ® practical and effective form of closure, and the American method of doing the Dulk of legisiative work in committee 1s also favor- ed. Now if the United States can learn from En- jand or anywhere some method of legislation which will prevent inactivity at the begin- ning of & session and a rush and jam at the end, im which measures are blindly Passed or rejected and legislation becomes & lottery, then we shall be compensated for our suggestions in procedure. It is sickening to think of the measures before Congress, some 30 commendable as to be almost without opposttion, Such as the proposed change of inauguration day, Which are liable to die, because in the mad haste Of the closing days of the session there is no time or inclination to consider them. There ts not the need, as in England, to give serious thought to the human obstructionist, for the proposed work of Congress is so vast and complicated that it ob- structs itself. Something may be done in the way of cutting down the classes of proposed legisia- tion which our national legislature will permit to be brought before it, but without a change of Procedure or until some plan 1s devised of doing ‘well ten days’ work in one, an immense amount of time and energy must be wasted in futile at- tempts at legislation In respect to measures which are not defeated on thetr merits, but from failure to obtain final consideration. ——<——— ‘The Senate has passed with some amendments the House bill creating the Department of Agricul- ture and Labor, and the signal service bureau is transferred tothe new department. The office of Secretary of Agriculture and Labor will be one of dignity and tmpo-tance. Gov. Colman, the com- missioner of agriculture, has made a very efficient Officer, and has almost entirely escaped the criti- cisms to which his predecessors have been sub- jected. Hehas fairly won the larger honors which ‘are likely to come to the new department, and the ‘application of the civil service reform principle in ‘this case will meet with approval. a ‘Kentucky imposes slavery or involuntary ser- vitude as 3 punishment for the crime of vagrancy, and on March Sth a convicted vagrant isto be Sold to the highest bidder at public auction for ‘the period of seventy-five days.
