During the time selected for comparison ‘the number of arrests made was the basis of pro- motion for District policemen, and as a result the ‘spumber of illegal and trivial arrests was enormous. ‘The communication in another column, in reply to ‘the Guardian League statistics, contains some tn- Yeresting figures in support of this contention. ‘Less than one-half of the persons" arrested in the District were held, and there were, according to ‘the League figures, over four times as many Juvenile arrests, in proportion, as in New York. ‘Over two thousand of the District arrests In 1885, and over one thousand in 1886, were for neglect toobtain dog licenses, a crime which stands out ‘with appalling prominence upon the records of de praved Washington, Numerous arrests for failure ‘Toshovel off snow also Indicate a crime of peculiar malignity prevailing in the District, The great excess of juvenile, trivial and illegal arrests 1s sufficient to account for Washington's large ge eral average of arrests, and a comparison of such arresta, illegal as well as legal, dismissed cases and all, is palpably misleading asan indication of comparative crime. Mr. Sylvester's figures make avery satisfactory showing for Washington, and Gefeat the League statistician upon his own ground. But every observer knows, without figures, that Washington 1s a more orderly and moral city than New York. The minors of the District undoubtedly need protection. The way to obtain it is by amending our antiquated laws, and not by undertaking to prove that Washing- ‘ton would deserve to be swallowed by the opening earth for its manifold wickednesses, but for the saving presence of the good and true men of the Guardian League. ———— It does not seem possible to reconcile the con- Micting accounts of statements made at theinter- ‘View between the Senate sub-committee and the committee from the school board, even after the errors attributed to reporters have been cor- rected.
