"7 No attention paid to Anonymous Letters or Couamaanications on any subject One year ago Tux Stax sounded a warning, ‘which the local authorities heeded only in part, ‘oncerning the danger of allowing the cocoons to remain on the beautiful shade trees of Washing- ton. Had the precautions then suggested been thoroughly followed, there would have been less wailing at the end of the summer season over the tevastation of the follage in streets and parks. AS cwas, the caterpillars for three or four months Dad everything their own way. They devoured ll the leaves which were not rankly bitter to the taste, and turived and plied on this diet. When they had finished their work on the trees in front of a house, they entered the house itself and levied contributions on the larder. The trees would take advantage of the respite to put forth \ fresh crop of foliaze, at a great expense of vitality, and no sooner would the new leaves ma- ure than the erswitng pest would fall upon and stevour them In turn. No species of vegetable life can long endure such a draft upon its resources. tis. as much as any plant can reasonably be ex- ected to do, to perfect a single crop of foliage, slowers or fruit in a season. When THe Star gave warning of he existence of a multitude of cocoons on the vare limbs of the trees last spring, It was answered that men were already at work destroying them; revertheless, the majority of them were not de- stroyed. ‘Then the entomologists, professional and umateur, had an animated discussion as to whether the caterpillars were hatched in the trees o: crawled up the trees from the ground. With all deference the sugzestion is renewed this year that the trees be cleared wholly 0° cocoons before the buds burst. Precautions taken to pre- vent the caterpillars from ascending the trunks will be in order later on; but last year’s expert- ‘nee suilces to show that a part of our present dtuty at least will be left unperformed ff we do not sweep Ube branches clean as a preliminary. —_$<—— + ——__ Now comes J. Milton Turner, of St. Louis, and deelares in favor uf Matthews, of New York, for re- order of deeds of Washington, He admits that yoth republicans and democrats have pledged hemselves in their platforms to appoint citizens of he District and of the territorles to local offices, out he knows of no case where such appointments save been made except in one instance, where an Indian was appointed Indian agent. It must bea feat comfort to the President to be defended for breaking the democratic pledge in the present case by the plea that the habit of breaking such pledge isebronic witn him. But this Insult to the Prest- dent is undeserved. It 1s based solely upon the immensity of what J. Milton Turner does not know. The President does not violate the rules ‘oneerning local appointments save where some xceptional advantage {s presented. The territo- ries are as sensitive as the District about carpet- bag rule. The new governor of Dakota even went to the troubie, under promise of the governorship, of taking up Pis residence in Dakota in judicial of- ice Six months before his appointment, in order to remove from himself the curse of earpet-bagism aS far as It was pesstbie. But if J. Milton Turner was not grosely ignorant of affairs in the District sod territories and nothing existed except what he knew, the appointment of Matthews would stili .¢ without defense. Whatever may be the optn- on in St. Louis, Liberia and New York, it fs no ex- euse to District citizens worthy the name to say: ‘I, the democratic party, have made lying pledges ‘0 you and cheated you out of these offices before, and so has the other party; therefore it 1s right sor me to break faith again.” It is impossible for ‘Uhe republican and democratic parties to so con- duct themselves towards each other as to justify hoth in violating independent pledges to the Dis. trie, Assuming that one plays the Har and cheat tm this respect, it is no answer to the District to say that the other has been a Har and cheat also. ‘What the District asks is “Just recognition” of the anetity of a promise and the just (2) recognition for political advantage of the fact that a man is white, Diack, red or yellow should not be of a Teather’s weight in the opposite seale, << ‘The piea of the enlisted men now employed in the weather bureau, {or the transfer of that bureau ‘rom military to civil control, is worthy of careful onsideration by Congress.
