The Evening Star bas a regular, permanent boua fide daily circulation more than treble that of any other daily paper published in Washington, and much greater than that of all the other daily papers here added together, Propositions to repeal existing street railway cnarters in the District and to grant a franchtse to a cable road bring the whole subject of street railway transportation in thecity before Congress. ‘There are some sugyestions in the traction Dill, now pending, which commend themselves as proper to be applied to the entire existing street railway system of Washington. Every car is to havea conductor. ‘This rule should be enforced in respect to the other roads. ‘The day of the bobtail car, drawn by a lone, lorn mule, 13 past. No one should be competed to work his passage, and pay for It, too. Every passenger is to have a seat. The cable road Itself, 1f established, will probably re- lieve to some extent the Jammed and overflowing conditio ess streets, especially along the avenue, and will thus practically pring home tothe other roads this rule to which it 18 subjected. ‘The public will overcrowd street cars im spite of legislation where the facilities for comfortable transportation are insufficieat. Grooved rails are to be used. No ‘ouner kind should be permitted to disfigure the city on the existing roads. The evils of the pres- ent 1 rail Lave Deen frequently described by Tus Stax. A Dill is pending in New York to compel the city companies to remove their present tracks and substitute the grooved rail ‘The New York W'rid potnts out that this change would be an important step towards cleaner streets and better pavements, and a great advan- tage to all who drive vehicles of any description, to the truckman as well as to the pleasure driver, for whose benefit, it has been suggested, the change 1s intended. In a city like Washington, where few but light vehicles are driven, there 1s not the same necessity to show that jams are caused and aggravated to truckmen and teamsters by the present rails. The nuisance and danger to light vehicles are generally conceded. In London and Paris the ca~ companies have been compelled touse an unobjectionable rail. The example of these cities may be commended to Washington and to Congress, One of the items in the District of Columbia appropriation ill 1s forty thousand dollars for country roads and suburban streets. The Com- missioners started in four years ago to macad- amize to the District line the three principal roads leading to the city from the north, known as the 7th street, Tenleytown and Bladensburg roads, and have since that time spent from $10,000 to $15,000 a year on the work. About $20,000 or $25,000 more is required tocomplete it. The bill, as it passed the House, contains the usual appro. priation of $40,000 for alll sorts of work on country roads, with the proviso that the three roads named shall first be completed from this sum. Meantime, parties representing the Bennings and Anacostia Toads are calling for help. A road is to be con structed to counect with the new Pennsylvania avenue bridge, when built. One hundred and twenty-five miles of other country roads are badly out of repair. Within the last two years several miles square of ground adjoining the city have been purchased, laid out and sold in lets; a large number of houses have been built, and more are to be built as soon as spring opens. It fs repre- sented that as much as $2,000,000 has actually gone into these investments within a short period. ‘These parties complain, with apparently good cause, that no provision is made for opening or recognizing the miles of streets they have laid out and in many instances improved at their own ex- pense. Leaving out the Massachusetts avenue exten- sion, Which has attracted a large amount of atten- ton, It 1s evident that the appropriation tn the bill 43 wholly inadequate, The Commissioners estt- mated for $110,000; and that amount does not seem too large to meet the immediate necessities of the case. SS Mrs. Langtry is telling some interesting stories about Joaquin Miller. She describes in one of ‘them a reception given in her honor in London, ‘where he appeared in a red flannel shirt and top- Doots, and strewed a pocketful of rose-leaves on the foor before her. Mr. Miller was probably putting the traditional British love of fair play to a@severetest. A red flannel shirt and top-boots at anevening party may not have been all that etiquette required, but they were practically no ‘worse than the tweeds or corduroys worn at Almerican entertainments on more than one “ecasion by English tourists—and without the saving grace of a pocketful of roseleaves, A spirited American policy towards England is the order of the day, and red-shirted Joaquin may be viewed as in the nature of a retaliation or re- oe Each of the successive representatives of Amer- ican interests In the fishery controversy hasshown disposition to set his foot “as far as who goes farthest.” It does not seem that Minister Phelps has been left behind in this patriotic race.
