WASHINGTON: SATURDAY January 2 bonne a ‘The Evening Star bas a reguinr, permanent bens fide daily circulation more than treble that of any ether daily paper published in Washingtos, and much greater than that of all the other daily papers here added together. Wr Matter of whatever character intended fo publication must, if its appearance the same diy ts desired, reach the office not later than 12 ‘The colored pastors of the District who have signed a document in the nature of a protest against the rejection of Matthews as recorder of deeds ignore the breach of democratic pledges made to them as citizens of the District, while em- phasizing the vague suggestion of a promise made to them as freedmen. It seems to be taken for granted that men who are merely District citizens have not, as sueh, rights which any one is bound ‘worespect, that pledges made to them merely in that capacity, may be broken with impunity and ‘without exciting surprise or comment, and that At is foolish to expect the consciousness of Dis- triet citizenship to elevate one’s actions above the level of color or class prejudice. ‘The promise to ppoint District and territorial citizens to District and territorial offices was spe- cific, and these pastors stab District interests and sacrifice their rights as District cttizens in the at- ‘tempt to obtain democratic and poittical recogni- ‘tion a8 freedmen. ‘This sacrifice ts-not merely fool- 4sh but unnecessary. If the pastors were a little ‘Detter versed in the affairs of this world they ‘would see the advantage of recognizing the fact that Matthews was rejected because he was not a citizen of the District, and not because he was a colored man. On this basis they could de- mand from the democratic party a fulfilment of doth its pledges, and {the appointment of of some one who 1s both a District citizen and a cotored man, with the strong prospect of confirma- tion by a republican Senate. But by hastily and excitedly claiming that Matthews “is persecuted politically on account of the accident of color,” and is rejected because “identified with the negro race,” they enabie the President to say that it is, useless to appoint another colored man to the position in view of the Senate's action, and make it easy for him to import some white outsider to put in charge of this local office. $$ The lawsuit brought by an assembly of Knights of Labor m Baltimore against a firm of tin-can manutacturers there, for twenty thousand dollars damages for breach of contract, deserves more than passing notice. It fs the most startling out- come of the aggressive policy adopted by the Knights within the last twelve months ‘The de- | mand is based on the fact that the firm contracted to pay the common scale of prices for labor from April 1, 1886, to April 1, 1887, but failed to do so, and thus threw out of employment & large number of men whose support be- came a burden on the society's treasury. | It is hardly to be supposed that the suit | ‘Was brought without due deliberation and ade- | quate legal counsel, and it ts to be hoped that the issue Will be fairly tried and decided on its merits. ‘There is danger, of course, that the case may bedis- missed on a technical ruling that an action could not He until the default was complete—in other ‘Words, till the full year had passed. Or there may De evidence that the idleness of the men was not compulsory, or that the contract between the firm and the Knights was too loosely drawn to be enforceable. The interposition of such pleas ‘would imperil the decision of the main question, and possibly rob the labor unions and the rest of ‘the community of a solution of a most interesting and important problem. In these days when the ‘workingmen’s organizations are struggling for corporate recognition, a definition of their right ‘tomake and enforce contracts for individual ser- ‘Vices is greatly to be desired. _———— If Congress required any spectal proof of the needof a larger police force in Washington, the latest exploit of burglars in the northeast quarter would suppiy the demand. Thieves ordinarily Jead a nomadie life, and confine their depredations to property which can be carried about, concealed, or otherwise disposed of easily; but those who ‘Broke into Mr. Knott's dweiling, on E street, on ‘Thursday night, evidently meditated setting up housekeeping. They cleared the ground floor of furniture, food, ete., and bezan work on the parlor floor, but apparently were induced to desist by the approachof morning. The commander in the late ‘war of a foraging and appropriating expedition, Which absorbedeverything with which it came tn contact, has pictured his men as sitting gloomily about a saw-mill which they had encountered, and shedding great tears because they could not steal that, too. These enterprising housebreakers, must have felt a similar grief at being competied ‘tw leave the house behind them. ‘The compara- tively unprotected northeast section of the city has been burgled frequently of late, and the eitizens, unguarded by Congress and the inade- quate potice force, are organizing for self-protec- on. It is to be hoped that r@hing less than a sacking of the Capitol will satisiy these enter- prising burglars in their next exploit. Congress seems to need some such forcible remiader of the inadequacy of our police force in point of num- ber —+-—___ ‘Thetssue between the President and the Senate im the matter of the District Recorder of Deeds 1s ‘very simple, and cannot, tn its present phase, be distorted into a question involving the right of a colored democrat to hold office, as some of the de- fenders of the administration’s action in the mat- terasert it to be. Let the points be restated, ‘therefore, in order that there may beno misunder- standing about them. The people of the District, ‘Without regard to party affiliations, ask for the appotntment to the office in question of one of their own number,—the consideration of color or politics not being involved in any way in the | request.
