The House took up the consideration of District matters at 2 o'clock this afternoon. ‘The school hoard bill was passed, without division, in a few minutes. Mr. Hopkins made an attempt to pre- vent consideration of the bill, and Mr. Springer moved to recommit It, but neither could get any support, and there were probably not more than half a dozen votes against the passage of the bill. THE TRACTION RAILROAD BILL was then taken up in committee of the whole and ite consideration postponed until January 26. EASTERN BRANCH BRIDGE BILL PASSED. ‘The bill appropriating $110,000 for the construc- tion of a bridge across the Eastera branch at the point where Pennsylvania avenue and Kentucky avenue meet, where there was a bridge prior to 1814, when the British destroyed 1t was passed. ANOTHER BILL PASSED, ‘The Senate bill to regulate the sale of property in the District of Coiumbia for taxes was bext taken up. This bill was passed In three minutes. Secretary O'Dea and Treas- urer Murray occupied the side tables on the plat- form and were kept busy, as the delegates came 4n, recetving their names and their money. About ten o'clock Commissioner Webb, who had been in- Vited to make the address of welcome, accom- panied by Mr. Dennis Ferry, of the local unton, entered the hall and soon afterwards Mr. Alex- th, the president, called the conven- Hon to one, “At nistrequest Sir Perry introduced Mr. Webb to the anaience, Who was received with applause. COMMISSIONER WEBB'S ADDRESS OF WELCOME. ‘Mr. Webb then made a brief but very hearty and graceful speech of welcome. He sald that it ‘Was one of the pleasant privileges of his office to their sentiments on occasions like this. In the name of the citizens of the District he welcomed the members of the convention to the capital city, and he assured them that this weleome was noi one of words merely, but of sentiment. The citi- zens here, continued’ the Commissioner, are glad to know that their city ts becoming the choice of lanze bodies as the place for their annual gather- ings. COMMISSIONER WEBB APPLAUDED. | The delegates were delighted with the cordial hearty words of the Commissioner and evinced thelr appreciation by loud and long applause. After it had ceased, President Darragh expressed for the members of the convention their thanks for the kind welcome as uttered by Commissioner | Webb, and for the attentions received from the members of the local unions. They had met, he ‘said, for the purpose of facilitating the business of the order and for the enactment of such laws as ‘would do justice to all. In response to the expres- sions of hospitality he would that the first business of the convention was the attention to {the purposes for Which they had come together, after which they could enjoy themselves. Upon the conclusion of these opening addresses Comunissioner Webb withdrew, but not before a resolution of thanks to him, offered by Secretary O'Dea, Was carried with great unanimity.
