Enright as postmaster of Washington, tn place of Frank Conger, now In Ficht was county clerk of Detroit forfour years. Mr. Dickinson tried to get him Bominated for Congress, Dut fatled. He 1s consid- ered arising young democrat, and the place 1s said to be promised to Michigan, as Conger is trom that state— Washington Correspondence Balti- amore American. at the very basis of popular government Iles the princtple of home rule. In recognition of this, ‘the democratic party incorporated in its national platform of 1884 the clause: “The selection of federal officers for the territories should be re- stricted to cfitzens resident therein.” There is nothing equivocal in this declaration; and Mr. Cleveland, as the candidate of his party for the ehief appointing office in the government, must have understood !t in its entirety when he ac- cepted the nomination. His utterances on several ‘occasions before and after his election showed that ne realized how important a share the home rule principle was bearing in the activities of the ume; and no part of the American people were more ready to accept his statements in good faith ‘than the citizens of this District. What wastheir surprise, then, when he sent in the name of Mr. Matthews, of Albany, for the recordership of deeds! The District contained a host of good men and good democrats from whom a recorder might have been chosen. The only possible excuse for ‘the choice made was the need of rewarding Mr. ‘Matthews for his partisan services, which under the circumstances was no excuse at all. The Sen- ate has declined to approve the devotion of a Dis- trict office to the encouragement of colored democ- acy by importing an object of honor froia a city four hundred miles away, when that city itself contains an abundance of offices which could be Just as well used for the same purpose. If the re- port in our Baltimore cotemporary is true, t will indicate that the President has not learned the Jesson of last summer's episode. How many times st will be necessary to impress ft remains to be seen. Let us hope that the story afloat. about Mr. Dickinson's candidate is unfounded, and that the Mathews incident will be su‘Mictent of its kind to Jast for a whole administration. Another fatal railway aceldent, differing only in extent from that which happened at Tiffin last ‘Week, has just happened at Lenape station, on the ‘Wilmington and Northern road. Here a freight twain was stalled and the caboose received the Drunt of the collision. The flagman was sent down ‘the track too late to prevent an approaching train from dashing into the stationary one, and the stove tu the caboose set fire to the wreck with the usual result. This disaster, be it remarked, oc- curred in broad daylight, and not in the night, like that at Tiffin. It was therefore less pardonable. But the fact that, under any cireumstances, with the warnings of history before them, ratlway con- ductors will permit such a thing to happen through neglect to get out their signals in time, 1s hard for travelers to understand, except on the ground that the punishment for criminal carelessness 1s not severe enough. If every state were to enact laws making such an offense murder when fol- lowed by fatal consequences, it would not require more than two or three public exampies to work a material reform in the practice of protecting human life on the rail. ——————— It will be seen by the communication clsewhere that an act was passed by the Virginia legislature last winter granting the U. 8. government all necessary rights as to landing and approaches on the Virginia side to the proposed aqueduct. bridge.
