_—_ THE EVENING STAR: _, - WASHINGTON, D. C., TUESDAY, THE EVENING STAR.|We Ave Goxo To Ase A Ler-| Useren Houvex WASHINGTON: ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that ef any ether daily paper published in ‘Washington, and equal to that of all the ether daily papers here added together. THE STAR cannot undertake to preserve or return rejected communications. Contributors who wish to possess their manuscripts, if un- ‘used, should keep a copy. €97 No attention paid to Anonymous Letters. ‘The discovery of a forgotten law requiring the renaming of two well-known streets in this city ‘Will pat property-holders in other neighborhoods inte some trepidation about the style in which they should have the addresses on their cards en- raved. From one point of view itis hard upon ‘an innocent householder to remove him suddenly, ‘without his volition, from Fifteen-and-a-half street to Madison place, or from Stxteen-and-a-halt street to Jackson place. Suppose this householder were an anti-Madisonian or an anti-Jacksonian, and carried bis prejudices so far as to object to hearing or reading the name of his special politi eal bugbear? If the law making the change were put through Congress with the purpose of imme- diate enforcement, he could go before the appro- Priate committees, enter his protest and try to secure an adverse report, or at least a compro- mise. The delay of a quarter-century in the en- forcement of a law of this sort, however, leaves the final sufferers by 1t without resort. In point of fact, however, it is fair to suppose that the change Will be greeted with pleasure by the persons directly affected. The designation of streets by numbers and letters 1s a great conve- mience ordinarily, but it becomes cumbersome ‘when the designations are split. There fs nothing euphonious in “Fifteen-and-a-halt” as a street- ttle. It 1s a mouthful. It 1s also inconsistent ‘with the common rule, in injecting a numeral into alist of ordinals. It would be a good idea, if a Yeform is once started, to incinde in its scope Four-and-a-balf and Thirteen-and-a-half, and any TLE FAVOR OF YOu— “FOR THIS WEEK ONLY"— ‘Won't you take your little parcels with you instead of having them sent home and crushed’——the delivery wagons will be chock fall—and the large packages crush the smaller ones. c SAKS & COMPANY. ‘We are going to show up big this week on goods that are in the line of Holliday Presents-—We have a ter- Fific stock of HANDKEBCHBEFS—Now listen to our sons of prices, and remember that a nice presentation box to put the Handkerchiefs in goes with every pur- chake of fifty cents and over— Ton? SAKS & COMPANY. other streets similarly entitled. Nobody thinks it strange that Corcoran street or Riggs street, or Grant place, running east and west, should be so called, instead of being christened by some kind ‘of ahybrid name indicating a place midway be- ‘tween two letters of the alphabet. ‘Mr. Powderly shows his wisdom in declining to Anterest himself further actively in polities as long as he remains at the head of the Knights of Labor. ‘There is no room for two such all-absorbing sub- jects ia one mind. No honest labor reformer, of ‘course, can fall to take a deep interest in politics, for it ts through the political channel that the reform must eventually reach its goal, if at all. ‘There is a broad difference, however, between the participation of a leader of Mr. Powderly’s emi- menee in the work of a campaign, and the endeav- ors of a politician, ambitious of honors, to win the workingmen’s vote by pledging his co-opera- Mon as a legislator or an executive. The two ‘things should never be confused, either in fact or im the popular mind. Mr. Powderly is in a certain sense a dictator in the organization he represents. ‘His activity in politics would expose him to the suspicion of himself seeking office, and any act im his capacity as General Master Workman which did not suit everybody would be liable to distor- ‘tonor misinterpretation. But, even i he hedged his conduct about with such safeguards as to dis count all suspicion of his own motives, the public | ‘Would nevertheless hoid him morully responsible | for any default on the part of the candidates ‘whom he supported. The only position Mr. Pow- Gerly can afford to hold is that of an executive | ofMicer of his order, maintaining discipline within | Mand enforcing the fulfilment of promises made tolt by outsiders desirous of its favors. In sucha place is dignity and honor enough for one man, a Jong a3 its authority ts wisely used. ——— ‘The transfer of the Aqueduct bridge from its pri- ‘Yate owners to the government of the United ‘States ts at last an accomplished fact. It had been so long delayed that only a few hours of grace re- mained to keep it within the limitation imposed by the statute of the 21st of June. However, the rule of “better late than never” is applicable here. ‘The title having passed, there is no power that can prevent the conversion of the bridgeintoa free highway except Congress, which has still the right to repeal the appropriation already made or Fefuse others that may be needed. There ts no danger of anything of that sort, because the ten- dency of federal legislation has been for years in ‘the direction of broadening rather than circum. | scribing the privileges of the people. Jt is prob- able, therefore, that in a comparatively short time ‘the inhabitants of Alexandria County, Va, and | ‘West Washington, D.C.,can exchange visits as freely as neighbors on the same side of the river. a Every patriotic citizen of the United States, without regard to political or personal relations, will hope for the success of Minister Manning in | convincing the press and public of hisown coun- try and Mexico that the charges against him are false. It isa peculiar position, however, in which aman is placed when he is called upon to prove affirmatively his innocenee of wrong-doing. It re- calls the famous Scotch prosecution for horse- stealing, In which the crown produced six wit- esses Who swore positively that they did see the prisoner steal the horse, and the prisoner produced twelve who swore with equal positiveness that ‘they didn’t see him steal it. ‘The jury concluded ‘That the majority ought to rule, and brought in a Verdict of acquittal; but, strange to say, the best Jegal minds have never regarded such evidencg as decisive. It would be better for Minister M@n- ning to hunt down his original accuser, and force luim, by the ster machinery of justice, to tell the ‘World just what he knows and how he knows ft. ——__—_ Now that a verdict, pitiful for its emptiness, has | Deen rendered in the Colin Campbell case, who 13 ‘the better forthe performance of the whole ghastly farce? Perhaps the world at large is, and perhaps 3t1s not. Is anybody improved by learning how | corrupt in thought and life a soctety ean be which | claims for itself the acme of aristocratic intelll- genes, culture and refinement? Is the acquitted Wife any better off, in spite of a verdict in her favor, for having her name dragged through the nas. ‘est siough our generation has seen? Is theexon- erated husband any better off for having bis moral Weaknesses, his physical infirmities, his tempta- ‘Uons, nis dallying with false faith, made a target for pothouse jests? Are some of the witnesses any bet- ‘Yer off for being compelled to unveil the foul secrets of their own careers in order to satisty a court | that they did not dabble tn this particular mess? ‘Af the public are the happier or the better for the revelation they have received, they may congrat- ‘ulate themselves on. possessing a monopoly of such ‘Denents. a ‘MeQuade’s conviction In New York city shows ‘that, whether the Boodle gang can “fix” Juries or ‘not, they cannot “fx” the ingenuity of a district | attorney with a reputation to make.
