The Bourgas Affair Likely to Lead to Immediate Russian Intervention in Special Cable Dispatch to THe EVENING STAR Lonpos, Nov. 6.=For the hundredth time the ‘Standard’s leader this morning begins with the words, “It is clear that matters in Bulgaria are rapidly approaching a crisis.” This time, however, the Standard probably is right. The intervention of Russia can hardly be long de- layed, The people of Bourgas are the victims of another plot. This is what seems likely to happen: The regents will summon tl troops at Bourgas to surrender. The troops in ‘question will declare they are under the protec- tion of the czar of Russia, Gunboats will be hurried up from Varna, Ifthe regents attempt pel the garrison to submi Will resist with ‘the assistance of the Russian fleet. A Proposition to Extend North Capitol Street to the Soldiers’ Home. The District Commissioners are now consider- ing @ project to extend North Capitol street from the Boundary in a straight line out to the Soldiers home, passing through the Beale prop- erty, the Monroe property, the Barbour property and other properties, The line of the street, if directly extended, will pass through Prospect ‘hill cemetery, but west of Glenwood. ‘The Commissioners are now having the legal Tights of the cemetery examined into, with the view of determing whether they can condemn the land fora road, The owners of a large por- on of the property affected have already noti- fied the Commissioners of their willingness to @odieate ground for the p extension. Col. Ludiow said to-day that the proposed ex- tension would make North Capitol street one Of the finest avenues in the city, extendiny from the Capital to the Soldier's Home. It would be the most direct road to the Soldiers’ Hoine ground, and would do for that section of the District whut it 1s hoped the Mussachusetts avenue extension will do in the west. The Commissioners, he suid, had no money to ex- pend on this extension this year, but they have authority to go ahead and condemn a roadway or accept ground dedicated tor the purpose by owners, DISTRICT LAW SUITS. The last day of the Jockey Club meeting at Ivy City was a success in point of numbers in Attendance and in the character of the races, ‘The weather took an unfavorable turn, and no doubt its threatening aspect deterred many from going out; put stitl there were several thousand personson the grounds.
