THE EVENING STAR WASHINGTON. SATURDAY jovember 6, 1886. CROSBY 8. YoY ‘The Evening Star nas a regular, permanent Dona fide daily circulation more than treble that of any other daily paper pub- shed in Washington, and equal to that of all the other daily papers here added The Star cannot undertake to preserve or Feturo rejected communications. Con- tributors who wish to possess their man- unused, should keep a copy. Sw No attention paid to Anonymous Let- ters. Notice. Persons remitting postage stamps in payment of sabscription or advertising are requested to send pone of a larger denomination than TWO CENTS. ‘Those of greater value cannot be used, and will be returned to the senders, ——+e0o—____ It begins to look as it the United States Sen- ate, after next March, will be so evenly divided as to render its political complexion a matter of some doubt, On the 3d of next March the terms of sixteen republicans and nine demo- eratie Senators will expire. The republicans whose terms will then end are: Messrs, Wil- Mams, (recently elected) of California, Hawley, ‘of Connecticut, Harrison, of Indiana, Hale, of Maine, Dawes, of Massachusetts, Conger, of ‘Michigan, McMillan, of Minnesota, Van Wyck, of Nebraska, Sewell, ot New Jersey, Miller, of New York, Sherman, of Olio, Mitchell, of Penn- sylvania, Aldrich, of Ruode Island, Edmunds, of Vermont, Mauone, of Virginia, and Sawyer, of Wisconsin. On the democratic side the terms of Kessrs. Gray, of Delaware, Jones, of Florida, Gorman, ot Maryland, George, of Mississippl, Cockrell, of Missouri, Fair, ot Nevada, Whit- thorne, of Tennessee, Maxey, of Texas, and Camden, of West Virginia, will end. Of the sixteen republicans who will re- tire twelve will certainly be succeeded by men of the same party. Messrs. Sherman, Ald- rich and Edmunds have been re-elected, and the legislatures of Connecticut, Maine, Massachu- setts, Michigan, Minnesota,Nebraska, New York, Pennsylvania, aod Wisconsin are republican. ‘The democrats lose one of the nine whose terms expire—Fair, of Nevada—and are secure of the remainder. So that, if the legislatures of Cali- fornia, Indiana and New Jersey prove to be democratic, the result of the change in the Sen- ate, after the 3d of Mareh, will be a net loss of three to the republicans, a democrat having been chosen to sueceed Mahone from Virginia, ‘The present Senate stands 41 republicans, 34 democrats and one readjuster (Riddleberger). But Senator Van Wyck comes back from Ne- brask as a people’s representative. He made his fight before the whole people and won on un issue of opposition to corporations. During his present term he bas not hesitated on occa— sious to antagonize his party, and under the conditions of his re-election ne may be more in- dependent still, Leaving Van Wyck and Rid~ dieberger out of the count, the next Senate will stand—provided the democrats secure the three doubtiul states mentioned — 37 republicans, 37 democrats. Thus, Messrs. Van Wyck and Riddleberger would hold the balance of power. Tn connection with this probable situation it a @ fact worth mentioning that both Van Wyck and Riddieberger have given evidences of a kiadly feeling for the administration. In the event of any conflict between the Executive and the Senate, the two votes trom Nebraska and Virginia would determine the issue. Van Wyek and Riddleverger would have it in their power, by co-operating with the democrats, to organize the Senate; or, should Van Wyck vote with the repubiicans and Kiddleberger with the democrats on the question of organization, there would be a tie, and there is no Vice Presi- dent to throw the deciding vote. ———————— The United States vice-consul at Turin, in a report to the State department just ‘pub- lished, draws a startling picture of the condition of the peasantry in the rural districts of Italy. Farming there has long been carried on withuut profit, but it has at last crossed the line of actual loss. The right of suffrage eujoyed by the peasant brings him only partial rellet. He can vote for frugal- minded representatives in the national parlia- ment, but this at best will have no effect be- yond reduclag taxation somewhat. It will not open new markets for his produce, or procure better prices. Such a state of things makes an ignorant people desperate after a time, and Is Mable to lead to violent outbreaks. The miser- ‘ably poor farmer will fancy that, if he cannot lift himself up, there will atany rate be some satisfaction in pulling his more fortunate neigh- bor down. If Italy were the only country thus afflicted, ‘the future of the agricultural classes in Europe Would present fewer troublesome problems. But in Ireland an agrariaa war has been going on for years, the highlands of Scotland have Just become the scene of a revolt, and England 4s preparing for an upheaval among her tenant farmers, who complain that they are not making enough moneys to justity them in pay- ing the rents now exacted. When the British Isles, the home of intelligent thrift, and Italy, with her genial climate, unite in such portents Of disaster, it is significant. In both cases the complaint Is the same—inability to compete with the United States. The American farmer does @ good deal of complaining on his own ac- gount; but as long as he sends bis beef and flour into the heart of England, and his grain and Semi-tropical products into every part of the Italian peninsula, from Genoa to Venice, he ought to feel tairiy compiacent over bis own condition as compared with thatot so many other followers of nis calling. $< A reminder that the tenth annual meeting of the American Humane Association is at hand, is found in the lately published report of the ninth meeting heid last year at St. Louis. No society in the United States is engaged in a more worthy work than this, [ts extent is bounded only by tue extremes of animal life, from human beings tothe lowest forms of the brute creation. The report differs from many Similar publications in not only containing practical ideas, but clothing them in a most spirited and entertaining form. it might not be a bad pian to extract parts from it for use as text-books for reading and dictation ciasses in schools, and Interest the teachers in this means of indirectly attracting te minds of young peo- Ple to the subject of Kind treatment for the helpless. The coming meeting is set for the 17th, 18th and 19th of this month at Cincin- nati. a oe Mr. Gladstone bas declined the offer of a Rational testimonial. Tuis is wise. With the memory of Tracy Turnereili and the Beacons- field wreath always present, national testimo- nials to great English statesmen will be rather at @ discount for some time to com: ‘There were no erimson flags displayed at the socialist meeting in New York city last even- ing. This is sensible. The American people are Rot disposed to substitute the red rag for the star spangied banner, Buss Is A Gooo Doo, BUT HOLDFAST IS A BETTER ‘The newspapers are full of wordy shop-claims and ‘molay biasts of commercial seif-praise.
