The condition of the District treasury and the financial ability of the amajority of our citizeus are not such just now ‘as to warrant large outlays for a work that serves no other immediate purpose than to ereate @ splendid drive way for carriages, and bring fine building sites that are now compara- tively inaccessible, into market at largely en” hanced vaiues. As to the cost of public improvements of this charaeter: 1t is not likely that any method will ever be found, as noue bas yet been devised, ‘whereby the expense of making them can be apportioned to the satisfaction of everybody THE Stak Is, however, clearly and firmly of the opinion that if the owner of a piece of prop erty may recover such an amount as a jury inay say be is entitled to fo: any damage done to it by any public improvement, he should also be made to pay toward the cost of such improvement such sum as a jury may decide to be fair and reasonable, in view of benefits con- ferred or values enhanced in consequence. Anything less than this 1s unfair and unjust to tax-paying citizens, no matter what the law may be, and no matter whether the party, affected be a syndicate or an individual, a mil- Honaire or a pauper. It may be remarked- furthermore, that if the laws at present in force im the District do not provide for the assess ment and evilection of benefits us weil as the assessment sad payment of damages in such cases, the authorities can much better serve the community by securing the passage of a statute containing these equitable provisions than in hastily pushing forward expensive works that are not required by public needs, aad which are opposed by @ large majority of fair-minded citizens solely oo that account, = Whether it is Irving Hall that bas captured Allan Thorodyke Rice, or Mr. Rice that has captured Irving Hali, is a question which will occur to many minds when the news of the nomination of the proprietor of the North American Renew is geueruily circulated through the country.
