HE RESUMES CHARGE OF THE TREASURY DE- PARTMENT TO-DAY—HIS HEALTH MUCH 1x PROVED. ‘Toduy Secretary Manning resumed full charge of the Treasury department. His expe- rience since his return to the departmenhas demonstraied that he has nothing to fear from resuming the duties of the office. He has been getting into harness gradually, and he has found that his health 1mproves under the pres- sure ot work.
