It {s not strictly logical to claim that, because nearly every passenger on ar ordinary ocean steamship smuggies into the United States more foreign-bought goods than a whole shipfal of naval officers, therefore a naval officer who smuggles is any the less blameworthy. Ifany deduction whatever would be warraated from ® comparison between citizens and public servants, it would be to the disadvantage of the pubtic servant who evades the law. The very nature of bis occupation holds him to a sharper responsibilty for the maintenance of every elause in his country's statute-books. He is nut only subject to the laws himself as acitizen, but is bound by his official oath to see that other citizens respect them also. In the case now agitating navy circles, it may ve that the customs officers were neediessiy zealous, and either magnified trifles beyond all recognition, or made such haste as to prevent the gentle- men involved from taking the honorable course they Intended to. It will be a happy day for the customs service wien its members find the golden mean between the two extremes of ab- staining from dotng anything and of doing too mueh. There is no more reason why they abould grandly decline an offer of trank-keys from the officers of a man-of-war than why they should refuse to search the luggage of an ordinary landsman returning from his travels. But, on the other hand, they lower the dignity of their work when they pounce upon a man, in publicor in private life either, and charge him with crime before giving him a chance to show that he had no criminal intent. In the present instance it will be well to hold the popular judgment in suspense until all the facts have been brought to light. $< James Russel! Lowell has used the medium of @ newspaper card to convey to the public just such a statement aseverybody who knows him, ‘expected he would make, concerning his alleged interview with Julian Hawthorne about per- sons of note in England. What Mr. Lowell taay have said to Mr. Hawthorne in the tree- dom of @ private conversation was a matter ‘witn which the world at large had nothing to do. It is no wonder that he resents such a breach of ordinary courtesy on the part of his interviewer. Mr. Hawthorne must have known that what the ex-minister to England told kim ‘Was not intended for print, and that its appear- ‘uce would create surprise and annoyance. If he had had a less honorable gentleman to deal with, bis “enterprise” would have been re- ‘warded with the lie direct and a volley of abuse. As it 1s, Mr. Lowell simply rebukes him, in a manner whose dignity and calmness give it a triple force, for a betrayal of confidence, at the same time criticising generally the inaccuracy of the report. [t indicates that the admin- tration is honestly committed to the policy marked out by it early in its career, and that no distinction is to be made between the repub- ican guilty of offensive partisanship, and the democrat conspicuous for the same thing. This is right. It ts founded upon a clearly logical principle. The republic was not organ- ized for the benefit of the parties, but for the benefit of the people. It is the people, and not the parties, whose purses are drawn upon for its support, and they have the right to demand that every servant they employ shall give bis whole time and his best energies to the work assigned him. If he cannot make this idea ‘sccord with what he regards as his duty to his party, he must choose between party and people as masters. That is all the administration asks ©f him, and it js not an unreasonable request. ‘There were a good many partisans on both sides who declared, when the President's order Yo office-bolders was first issued, that it was a ‘mere paper bull, accomplishing nothing, and not intended to accomplish anything. They are beginning to find out their mistake,—some of them to their serious cost. ———_— -__ The continued agitation of the street-cleaning question bas borne fruit already. Some of the more widely-used thoroughiares are recelving such acleaning as they have not known for a | long time; but the work is by no means what it | ought tobe yes.
