THE EVENING STAR ‘Ortaber 22. 1880. CROSBY 8. NOYES. ‘The Evening star bus» recular, permanent dena fide alation more thag treble that of sny oth Ushed in W: all the otner daily pavers hefe added meep 4 copy. puid to Ancaymous Let- Saturday Advertising. Advertisers will confer a favor by handing in their announcements as early as powible for tommorrow's sixty-four column STAR, In order to insure insertion and proper classification. ———— There are some distinctions in the laws gov. erving trade unions which minds anskilied in legal argument have difficulty in grasping be- cause of the complexity of the relutious in- volved. For example,a decision by Justice Potter in New York city, that the rules of the Musical Union forbidding members to play with non-union men are void because in re- straint of trade and contrary to public policy, will provoke considerable adverse comment in labor circles; and yet itis good law, and the judge could not have escaped muking it if he had wanted to. Any axsociation of working- men bas a right to make rules for its own gov- ment, aud, if the members all conseut to be governed by those rules, the courts do not In- tertere. Itmay forbid members to work in company witu men who do not velong to the association, of for certain obuoxious employers; and, as long as obedience totueso rules does not cause members to viciute contracts or otherwise infringe the rights of outside parties, all will go well. If oue of them mukes a cui tract to work fora certain empivyer, however, and, through bis own carelessness or quics- cence, makes no provision for quitting work in case of the employment of non-union men, be is bound to stand by his agreement, even at the cost of expulsion from the ussvciution, It is here that tue rights of third parties come into consideration, and the courts cannot permit anybody to disregard those rights because be has been wo busty or two careless to protect bimseit. ‘On the other hand, the society cannot invoke the aid of the law in punishing its members for the breach of avy ruie which hampers the freedom of trade or labur generally. These questious have been settied over and over again, but there are still sanguine persous who believe hat it will be possivie to get the de- cisions reversed. They would suve vaiuabie strength by giving up that idea and candidly Jacing the facts. Trude unions have their place in the social ecouomy, but there are re- strictions on their powers, the same as on the powers of business ficms and corporations, Private citizens, and everybody aud every- thing ele that have relations with the rest of the world. Twe elements of personal interest and mutual confidence must enter into their transactions with their members, as they do into transactions of all sorts outside of the unions. Men should not join them tll they have made up their minds to submit cueer- fully to discipline when they disobey the rules; and, having been admitted to member ship, they should so shape their conduct us to guard the society as well us themselves against injury. ‘There is loud complaint of the bad condition of the Long bridge, whereby travel over that much used causeway is greatly impeded. There 4s also wide complaint in regard to the yet ‘Worse condition of those great thurougistares to the couptry—the 7th street road, the Bladens- burg road and the 1dth sircet road. Tuere is algo an urgent call for another bridge over the Aaagostia to uccommodate the growiug travel ‘and trafic in that direction. The general in- convenience 10 the public on both sides of the ‘Putomuc, caused by the interruption w travel over the broken Aqueduct bridge, calls for Prompt action in the way of replacing that structure. Until all these pressing needs for improved faetiitles for intercommunicauion between city ‘and country on the main lines of travei, north south, east and west, ure supplied, the exten- mon of streets eading only to picturesque su- Durban localities can ufford to wait. a Governor Lee's address welcoming the Presi- dent to Virgivia und the President's response, &t Richmoud, yesterday, were both in excel- leat taste und full of the right sort of feeling; and the greeting giveo the President by te People showed that, while the memory of the late sectional estrangemen: may remain io the minds of the vider yenerativa : citizens, Doth old and young recognize their obligations under the vew order of things, and are ready to take their places in the van of puliticul progress, ‘The time is not iar distant when such demon- strations a8 yesterduy’s will {all to excite re- mark, because there will be no one to wouder ‘ab them, > ‘When a lawyer of the eminence of Samuel J. ‘Titden eunnot make w will so definite in its pro- Visions as to shut out all possibility of assault after bis death, where is the bumbier practi- toner who will dare to warrant his wor?
