Tue Sovru’s InpusrRiaL GrowTH.—The Baiumore Manufacturers’ Kecord, in its quar- lerly review Of tue suuih's industrial growin, REBUKED BY THE PRESIDENT. A Discharged Post Office Clerk Com- plains and is Answered. ‘Thomas Parker, an employe of the Brooklyn post office, wus discharged by Postmaster Hen- drix September 1. The postal officials, in refer ring to his discharge, said that every depart- ment superintendent under whom Parker bad worked reported him as satisfactory. The post- master had removed him to appoint a man who had passed the civil service exumination, and who was selected as a special delivers mes- senger by the former postmaster. Parker pre- sented his. cage to George William Curtis, and in reply Mr. Uurtis sdid: “The removal is an act of discretion on the part of the postmaster, and unless there is evidence that there fs a gross and flagrant wrong, and thata perfectly satisfactory clerk has n removed for im- proper reasons, neither the President nor Post- master Geveral could be expected to reverse the decisiva. If the posttnaster should say that in bis opinion you were negligent or inefficient, or anything else, and thatthe interest of the service seemed to him to require a change, Fou can see tHiat the President could not require Specitic evidence to determine whether the dis cretion of the postmaster was exercised wisely.” Mr. Cyrtls turtuer ssid that It would uot be pos- sivle ‘forthe President to consider every indi- vidual case. “If, however, you ate conscious tuat your removal is wholly eauseless and an abuse of the pustinaster's authority, [ advise You to file your protest, with evidence, at the departineni." PAGKER TO TRE PRESIDENT. Parker thereupon concluded to attract the President’s attention In the matter by encios~ ing Mr. Curtis’ letter with a letter of his own, saying: “After twenty-two yeurs of honest and fuliniul service in tne Brookiyn post office und ten years as a soldier, with an honoravie dis- charge, [have been removed without a mo- meut's notice from the Brooklyn post office. The President replied as follows: ‘My Dean Ste: 1 find your letter of the 16th instant awaiting my return to the Executive Mansion, Your exceedingly ill-natured refer- ence ty the *Irlshipun’ and the “Catboile,’ who You say hus succeeded to your position, detracts Very lurgely, I think, from the claims you base upon ‘Lwenty-two years of bonest and fulthfal services in the Brooklyn post office and ten yeurs ava soldier, with au honorable dischurge,’ und demonstrates tbat you tave but little tues ov the impartial treatment due to Aiserican cit- izenship, You send me @ newspaper chpplog contaiuing « published letter writen to you by George William Curtis, whicu contains somuch xvod sound sease wpon tue general subject of the removal ofsubordinates by their immediate superiors that I commend it to your cureiul re- perusal.” ——__+ee. FRIENDS OF THE REDSKINS. They Favor Civil Service Reform in Agency Appointments. There was a lively breeze in the Indian con- vention at Lake Mohonk yesterday over the resolutions which, after eulogizing President Cleveland for his interest in the education and ultimate eltizenship of the indians wud his re- vocation of the order opening to white settlers the Crow Creelt rese. vation, declare that within tue lust two yeurs general changes in agents and thelr subordinutes buve been made, and that muny of the most experienced men in the service huve thus been lust. It Will be remembered he was crowded out: by ‘Churchiil when the present cabinet formed, on the policy of maintaining the union with the ‘unionists unimpaired. He says the government Of the country was thereby absolutely handed over to Lord Hartington’s party. Oa the gov- erpment's intention to “cudeavor to lay the foundations of a system of popular local gov ernment in Ireland” at the next session of par- Mament, be quotes HicksBeach us saying last Jannary that the condition of ireland was not, in the opinion of the government, lavora- ble tor the consideration of locul government there, Chaplin prefers to stand by his earlier opinion, As tor freehold pivis, it they mean allotments he -upports tuem; if, as advocated by Jexse Collings, they mean smull holdings, be Opposes them. ON THE QUESTION OF CLOSURE he declares that Churchill’s propo-al to estab- lish it by a bare majority would lead to serious dissensions in the tory party. It would, be says,do immense mischiet and be ineffective as uw remedy. The saleguards sugge-ted are wholly illusory. Consivering that in che recent electious the conservative increase of strength in the borougis bas been 22 percent, in the counties 34 per cent, and that there are in the communs 136 tory county members, against 105 borough members, the attitude o. «# mao luke Chaplin will constitute a higuly important fuctor iu the cuuucils of tbe government. ——— THE KNIGHTS’ CONVENTION.
