A BOOTBLACK’S RIGHTS TO BE CONSIDERED BY THE DISTRICT COMMISSIONERS, The sheltering arm of the District govern- ment extends its protection over the bootblack as well as the wealthy corporations of the city. A rather voluminous correspondence has gone on respecting the case of John Lewis. Jobn Lewis is. bootblack, and he complained to the Commissioners that he had been ordered ay from 13th and E streets by Officer Dig- gins. Commissioner Webb referred the matter to Major Waiker with the inquiry, “Why is this?” From Major Wal ice the papers traveled to Lieut, Arnold's station, and hence to Sergeant Diggins, who was called upon to answer, the Commissioner's peremptory, in- quiry, “Why is this?” ‘The papers then tray eied back over the same route and Sergeant Digzins’ answer reached the Commissioners yesterday, It is addressed to Lieut. A LADIES’ LUNCHEON GIVEN IN HER HONOR, Mrs. Cleveland enjoyed herself among her Buffalo friends yesterday, notwithstanding the weather was rainy and disagreeable.
