THE EVENING STAR treble lished in Washington, and equal to that of all the otner daily papers here added togethe ‘The Star ai undertake to presery: return rejected communications. © tributors wno wish to possess their man- useripts, if unused, should keep a copy. 47 No attention paid to Anonymous Let- ters. — Saturday Advertising. Advertisers will confer a favor by handing in their announcements as early as possible for tomorrow's sixty-four column STAR, in order to Insure insertion and proper classification. $< —___ Whatever the democrats at large may think of the mugwuips, there is no longer any doubt Of the esteem in which they are hela by the democrats of Massachusetts. The nomination yesterday of John F. Andrew for governor, land the adoption of a civil service retorm plat- form, by aconvention under the presidency of so ough-going @ party man as General Patrick Coliins, are indeed significant. Mr. Andrew was a republican until the summer of 1884, serving in both branches of the state legislature ‘and as a member of the elty committee of his party in Boston. His support of Mr. Cleveland for the presidency was the eause of general comment; since his father, the war governor, had so deep a distrust of the democratic party that he denied the prayer of Caleb Cushing for a commission at the outbreak of the rebel- lion beeause Mr. Cushing had, in his judgment, maintained too intimate relations in the past. with the leading democrats of the south. The fail canvass promises to be a lively one in Mas- sachusetts, {f mouey can accompiish anything. Mr. Ames has grown enormously wealthy from his shovel factory, and Mr. Andrew married a lady whose fortune has been estimated all the way from three millions toeizht. There may be some uerimony in the fight, too, if the demo- erats assail Mr. Ames, as they did tna former contest, with business scandals, and the repub- lieans retort with accusations of turneoatism the part of the demo- s the best thing the two gentlemen ean do Is to follow the exataple of General Butler and one of his competitors for office some ten years ago, and bind them- selves tos: iscourteous about each other persons! ‘The estimates of the Commissioners for the appropriations to be asked of Congress for the coming fiscal year are certainiy not extrava- gant. The peculiar relations of the District, aud more especially of Washington city, to the United States, would make it proper to ask even another million, Congress is a queer body | to do business with, If it takes a notion to be | generous, it can spend money royally, Itit} takes u notion to be stingy, it ean shrivel Itself up so that no human power can squeeze a dollar out of it more than it is disposed to give. The ovly sate course is to usic it for every cent that is needed, and throw the responsibility of fajudicious pruning where it belongs. The estimates of the school board, it is a pleasure to see, have been accepted just about as sent In. ‘They include provision for an increase in the number of teachers and a fund of one hun- Gred thousand doilars for new sites and build- jugs. Both improvements are sorely in demand. ‘Tue police system also comes in for a consider- able share of benefit trom the budget. It ts to be hoped that this advantage will be secured, and used for the promotion of the efficiency of the foree. The same day on which the police esti- mates are published brings the announcement, through the quarterly report of the depart- ment, that Washington is suffering an era of robbery hitherto unprecedentea, while the | number of thieves and receivers of stolen goods arrested is very small. These proportions ought to be reversed. At the police force Is properly enlarged and adequately paid, the public will expect it to accomplish this requirement. ———<——— The charge that he accepted Geronimo’s sur- Fender on couditions, which was so vigorousiy denied by the friends of General Miles when the news of the alleged capture was first sent east, is proved true by the General's own re- port. This puts the government in a very em- barrassing position. Through its accredited agent it bas given a pledge of immunity to the savages which is in direct contravention ot the promises suid to have been made by leading | members of the administration to citizens of the territory where Geronimo’s band has been making itself @ pest, and of the orders of the War departinent concerning the conduct of the campaign. It cannot revoke the acts of its representative and put the marauders back into the position where they were before he began his work against them. On the other hand, the precedent of simple imprisonment for sueb eriimes as the murder of non-combat- auts 1s @ dangerous one to establish in the indian country just now, when other ehieis are weighing the pro’s and con’s of a raid on their own account, There may be some facts, not yet publisued, which will sufRciently explain General Miles’s course in this matier, but it is not likely that his official superiors will make ligint of the offense against discipline laid at bis door. $a o<o=—__ E pluribus duo was the complaint of a well- to-do machinist who put his case into the hands of the detectives yesterday. He had set ‘out the evening before to have a pleasant time with seveaty thousund cents in his pocket, and had just two leit when he woke up the next morning In the station-bouse. With the fig- ures somewhat changed, this experience is ¥ery common among men whose notion of a pirasant time consists in laying the foundation for a headache and a sense of bitter contrition. ‘The majority of the people who fall into the clutehes of the police after midnight may be divided tnto two ciasses—those who start their nocturnal adventures with little in their purses and end it with too much, and those ‘Who start with too much and end with litte. ‘The fret class are kvaves; the second are—but 48 would perhaps be sate to leave their charac terization to themselves, when, with the aid of pounded ice and abundant resi, they are able to compare the profits of the game with the eust of the candice. ————————— Severa! of the western delegates to the Rich- mood assembly of Knighis of Lator are said to be strongly in favor of wiping out the whole system of strikes and boycotts as no longer use- ful, oF worthy of the dignity of such a body. ‘They say that arbitration must henceforth be ‘the rule. It would bea feather in the cap of the whole order i resolutions to that effect could be adopted by the assembiy without de- bate, or with only enough discussion to bring eut all the real arguments for and against co ercive measures so that the public could can- didly weigh them against each other. At any Fate, the boycott ought to be crushed outright, as only half-civilized and whoily un-American, and the strike relegated to the same domain in the labor worid that rebellion {s in the worid of politics, as the last resort of men who have bon- estly tried everything else and failed, Hu- manity recognizes the rig’ to revoit when op- Pression bas become unbearabie. So there will arise occasions where workmen may properly, and even wisely, lay down the implements of their craft and refuse to litt a hand again for a tyrannical employer, but such instances are Ukely to be very rare if conciliatory efforts are made the rule, and the tuterests of capital re- eoguized by labor as scrupulously as it is de- manded that the rights of labor shall be recog- mized by capital. 2 The statement sent out irom New York con- eerning the injury to the oleomargarine trade there from the tax law which goes into effect to-morrow, will surprise noone. ‘There fs abun- dant reason why the law should injure the trade. It was designed to do so. So are the jaws against forgery and counterfeiting de- sigued lo injure the trade in worthless checks and spurious coin. Bat governments go on making and enforcing such laws just the same, aud will probabiy do so till the end of time. ‘Nearly ali the states have laws to suppress the adulteration of foods and drinks, and the prae- Hice of selling by false weights and measures; yet every such uct deprives somebody of a profit Which he would otherwise have made. The Manulacturer of adulterated goods may argue that bis imitations are so clever that no one cau tell the difference between them and the Originals from which they are copied, but this Teasouing does not prevail with the courts. The dealer who gives light weight to his customer may plead that full weight costs too much, and cripples trade in these days of active competi- Won, but he has to pay his fine nevertheless. ‘The tootpad in the Freveb tribunal of correc. Won who excused his crime by whining, “1 ‘Must live,” was promptiy saubbed by the Jndge’ response: “Tbe necessity is not obvious,” “Alas poor * Wiggins.’ I knew him well— ‘Horatio.
