GRAHAM BELL. The following order was issued to-day by Capt, Oyster, of the National Rifles: ARMORY OF THE NATIONAL RIFLES, WASHINGTON, D. C., August 19, 1886. General Order No. 17. The Coloniai Beach Improvement company, through a representative committee of business men and citizens of Washington, many of whom are honorary members of this command, has extended to the National Rifles a most cor- dial and generous invitation to visit Colonial Beach tor an encampment of eight days, ‘This command has always adhered to the rule that its first obtigations are due to the business element and the citizens of this community, from whom it derives its main strength and support, and from whom, when appeals were made, 1t has always received a liberal response. Acting on the advice and complying with the Wishes of these friends of the command, it has unanimously decided to accept the invitation | so courteously extended, and thus make mani- fest our sincere appreciation of the labors of our friends among, tue business communlty to per- petuate the existence of this honored organlza- tion, 2. The command will assemble at the armory Saturday evening, August 21St, at 6:30 o’cloc! in fatigue uniform and shakos, with fatigue caps slung on belts. Preceded by’ the Weecacoe Philadelphia, Pa,, it will leave the armory at 6 o'clock sharp. ‘The route of march will be from the armory through G to 15th street, thence to Pennsylvania avenue, thence to 7th street, thence to ihe wharf of the Was! ington Steamboat company, where the com- mand will embark for the Beach. ‘3. The portion of the street now paved differs from all the other streets of the eity in this, that the corporation owns not only the rigist of way over the ground but own the ground itself in fee simple. By a singular coneatination of circumstances the city paid twice for this street, once for the Tight of way and afterwards for the ground. Tu 1796 John Wise gave the city. the right of Way over this portion of the street in consider- ation ofa grant to oecupy other ground, and in 1553 the city bought trom Johu West M oF $4,000, the round from the west I ‘ashington street to the east line of Columbus street. The street here is only 40 feet wide, the sidewalks are eight feet wide and steps and porches are limited to three feet.
