THE EVENING STAR WASHINGTON: FRIDAY... nt 13, ROSBY S. NOYES. ‘The Evening Star has a regular, permanent bona fide dally circulation wore than treble that of any other daily paper pub- shed In Washington, and equal to that of ail the otner daily papers here added together. —— Saturday Advertising. Advertisers will confer a favor by handing in their announcements as early as possible for tomorrow's sixty-four column STAR, in order Yo insure insertion and proper classification, —— —— oe At last the Baltimore and Obio railroad seems to have secured an independent en- trance into New York, under a working ar- Tangement with the New Jersey Central road, the essential details ot which will be found elsewhere in to-day’s paper. The country at large, not less than the national capital, is to be congratulated on this result. That the vast in- terests invoived between the seat of govern- ment and the great commercial and financial center of the United States should so long be dependent upon a single line of railway com- munication has been at once a source of sur- prise and concern, and now that obstacles ‘which formerly prevented relief have been Femoved it is to be hoped that the benefits of cheaper rates of passage and freight will mpeedily be enjoyed. The prospective opening ‘of the new road has already secured material concessions to the public from the existing well-managed lne, and when the pressure of actual and active competion is felt it cannot ke doubted that others still more important mus follow. << - = ____ ‘The call for ten millions of bonds, by Acting Seeretary Fairchild, includes the usual monthly demand ot four or five milion for ‘the sinking fund account, and an extra five or six million which can be, and probably will be, applied directly to the reduction of the debt. ‘This Is in the line proposed by the Morrison surplus resolution, but it will not justify any hasty conclusion as tothe future policy of the Treasury department. This ten million call might have been made if no Morrison resolu- lution were in existence; and there is nothing 4n the case which can be tal that there will be a succession of extra bond- calls during the coming season. There may be, and there may not be, according to cifeum- stances. But there are many who believe th: at heart Secretary Fairchild is rather ineline to favor the principle outlined in the surplu Tesolution, whereas Secretary Manning is notoriously opposed to it; and this ten-million eall will naturally tend to strengthen this be- lef. eee The Emperor of Germany and the President Of the New York Central railway—two auto- erats of about equal power—met yesterday at Salzburg, embraced, and exchanged civilities and compliments. ‘The Emperor expressed his profound admiration for America, and Mr. Depew said that the Germans in this country entertain the deepest esteem and veneration for the Emperor. All the same, they do not; netther does the Germanic government pro- foundly admire this country. The Salzburg dialogue was overcharged with what the unre- erate call “tatty. tions speak louder than words; and so tong as Germany maintains present attitude of commercial hostility and jousy toward the United States, and German eitizens flee to this land because their old homes are made intolorable to them by reason of despotic oppression and hopeless impover- ishment, it matters little how or when the Em- peror and the railway king hold sweet converse together. $$$» 2—_=——__ Governor Ireland, whose fiery % outrun his diseretion, says: “It may be conceded, if necessary, that Cut- ting has been te; Javicted under Mexican law, but the people and government of the Caited States can never submit to such a rule ©: la Governor Ireland's views of international law may be all right for Texas,—for the present; but ‘We are of the hnpression that the better elass of | publicists will hold that it the United States ves not Ike the laws of Mexico the thing to do Js not to go to war about them, but to point out ‘their Injustice and endeavor by peacable means to secure their repeal. If war should be de- elared on Governor Ireland’s basis it probably would not be very long until other other | foreign powers than Mexico would be taking a | hand in it, 1 seems to << The theater managers of Chicago announce somewhat ostentatiously tie abolition of the system of free passes tor the press, so long in Vogue I: that city. This is a good sign, and It 4s to be hoped that the Chicago exnimple wil! be Jollowed elsewhere. Of all things in the world there is nothing that occupies newspaper space 0 greatly out of proportion to their importance or the Interest the public actualiy takes in them as theaters, plays and actors, and anything that will tend to lessen the presen: perennial flow of Sree advertising slush in regard to them is to be commended. It is possible, by the way, that the Chicago managers are sitting on the end of the brancit they are sawing off; but that is their Jookout. oe The latest report respecting the Mexican imbroglio is that Mexico has invited this gov- ernment to send a lawyer down there to Investigate the Cutting case from the Mexiean point of view, in the hope ana belief that such ® course will clear everything up and settle the pending trouble satistactorily to all concerned. ‘The proposition is unique, and will hardly Prove acceptable in its original and simple form. But the principle of arbitration, which it Fecognizes, is the true principle for the two Bations to adopt in this emergency, and there 4s seareely a doubt that if sincerely and consei- entiously applied it will serve to effect “peace ‘with honor. 2 Mr. Tilden knew what he was about when he Provided in his will for the erection of his mon- ment. That Is ap; the only way to get & monument built in New York, unless the gen- eral government can be persuaded to help out, The sea serpent has appeared off the coast near Norfolk, and has been heard to emit a THE EVENING STAR: WASHINGTO # D.
