NOYES... aoe El ‘The Evening Star has a regular, permanent bona fide daily circulation more than treble that of any other daily paper pub- lished In Washington, and equal to that of all the other daily papers here added together. The news from the Mexican border does not grow any more pacific with the lapse of time. ‘The frontiersmen seem bound to get up a war 0n their own responsibility, and the Chihuahua and Texas officials are assuming an attitude which tends to encourage rather than quell hostile manifestations. The inhabitants of the border territory being naturally lawless and quarrelsome, it will not be strange, under the eireumstances, if they manage to come together by and by in a sort of guerilla fashion. The situation Is such as to make it ail the more im- Perative on the general governments to exer- else caution and mutual direct their efforts, first of all, toward reducing the borderers to a state of subordination. If Mexico and the United States are go to war, it must be in a dignified and serious fashion, and not at the beck of afew hundred ruffians who are in a chronic fighting mood. There were Fumors in New York yesterday that the United States government had at last decided to move some of our land and naval forces toward the seene of hostilities, and that the recent orde ing away of the Galena, Vandalia, aud Juniata may have had some connection with the M ean trouble. If so, it is doubtless only a pre- eantionary measure, and as such it would be commendable. Tne retnforcement of the torts in the neighborhood of El Paso is also judi- fous measure, as it may be necessary to use military force in dealing with the turbulent citizens of our own country as well as of Mexico, it the fracas should develop into any larger Proportions. Meanwhile the great body of Peaceable citizens, on both sides, will hope for | speedy and amicable settlement of the whole aitficult; It Is not likely that the Senate is greatly con- cerned as to what partivular individual shall cecupy the position of Register of Deeds fe the District of Columbia, but if the President fs | anxious for a tit with that body on the ques-| Uon of appointments he can probably have it } aa well over that office as any other. The fact that the present nominee has once been re- Jected, after full consideration of the ease, is a Pretty plain sin that the Senate thought the desire of the people ot the District to have one Of its citizens appointed to the place ought to be respected, or that it had valid objections of its own to the gentleman brought here from Albany to fill it. The presumption, therefore, is that having once expressed its opinion to that effect it will be slow to recede trom its position merely because the President is deter- mined to carry a point, in spite of public opinion and the known wishes of the confirm- ing power. Indeed, judging from the history of past conflicts between the Executive and the Senate, the persistence of the President under the circumstances would seem to be a Teason With that body for holding with more tenacity to the ground already taken. Mean- time, Mr. Matthews takes the office, and draws the salary,—at least until Congress meets again; and being in possession is a great thing from an office-seeker’s point of view. There is, however, a question as to the legality of reap- pointing a rejected nominee in cases like that of Mr. Matthews, which will probably add food for thought and debate when the question comes up in the Senate next winter. $+ Why don’t some of the mouth-valiant fellows who are so keen for a war with Mexico venta portion of their patriotic indignation on Eng- land, and demand that she too shall be thrashed? The outrage committed upon Editor Cutting consists, as ts said, in trying and punishing him im Mexico fora libel published in the United States. Yet within the last thirty days a Lon- Con court has taken Jurisdiction of a complaint of libel published ina New York newspaper, and entered up judgment for $25,000 against its Proprietor-editor as a penalty for his offence. It is true that the money has not yet been collected, nor has the editor been sent to jail in the latter case, but on this point it is to be remarked that he has been more prudent than Cutting, and has so tar kept out of England, and consequently out of the clutches of her courts’ officers. The principle involved would, however, seem to be precisely the same,—un- Jess it is a tenet of swash-buckler Jingoism that ‘@ powerful nation may do with impunity what ‘& weaker one will not be allowed to undertake. $< The Belfast riots have gone to terrible lengths, nd what makes the matter the more woeful is that there has been no reason in it from the be- ginning. Even the horrors of the Paris com- mune were based upon an intelligent idea, but ‘the Beliast rioters seem to have been actuated merely by the spirit of blind quarreisomeness, which is Ireland's greatest curse, supplemented by the vague feeling of cian hostility whieh pervades Ulster and the general sentiment ot dissatisfaction with the political status of the island. Ireland may have good cause for com- Plaint against England, but why should that lead the men of Belfast to kill each other and shoot down women and children by the score? oa As THE Stax said the other day that be probably would, the Philadelphia judge has declined to grant the injunction prayed for by Mark Twain to prevent the sale of General Grant's Memoirs by booksellers in the ordinary course of trade, because it is announced by the publishers to be furnished by subseription only.
