THE EVENING 5 WASHINGTON SATURDAY ve dimly 24. 1886. CROSKRY S. NOTES Eaitor. ‘The Evening Star has «re: Dona fide datiy cireata treble that of any other daily paper pub- shed In Washington, and equal to that of all the other daily papers here added together. alar, ermanent more than The Star cannot undertake to preserve or Feturn rejected communications. Con- tributors who wish to possess their man- useripts, if unused, should keep a copy. Under the head of “The City’s published iy another column « the readers of Tue Srar will f @sting ivfermation up asubject with which the whole ed ty has a vital concern. As Captain Symons has always been in favor of a system of diterts ater brought into t City, it ts but natural that he si 4 in this | Feport point out with some partieviarity and emphasis the dangers arising from an impure water supply, and the Importance of adopting some method of puriticatio Just now the people of Washington are con- gered about the quantity of the water brought tothe city ruther than its quality, with which, for some time past, they have had no special Oecasion for serions tault finding; but of cour: no one will object to having purer and better water than we now get. Indeed every possible Measure ought to be adoptes to prevent its pol- Jution from any cause. But, even according to Captain Symons’ own showing, the perl! is not nearly so great as b nS to suppose. To our mind he rather overestimates the dangers aris ing from the surface drainage of the territory lying along the Potomac and its tribut a large portion of which is and will long remain wood-land,—and he overlooks or at least makes no mention of the power possessed by running | ‘water for puritying itself. It must be remem- Bered, too, that while slightly muddy water | may be unattractive to the eye, it by no means | follows that it is impure or unlealthy on that | account, any more than clear water can be re- | garded ‘as whoily deleterious sub- | stances. On the Whole it is sufe to assume that | ‘Washington has little to complain of in rezard to the quality of Ler water. Few cities have a | supply more pure and wholesome, and that of most of them wiil suffer greatly by comparison with I The present need is more water, and that, the report above reterred to assures us, We shall have by and by. oo eS The peaceful artistic contest between the Ger- man singing societies in Milwaukee stands out | In striking contrast with the contest whieb cer- tain other persons of foreign birth attempted to Imaugurate, a few months ago, at Bay View, one of the suburbs of that city. Yet the Germans who belong to the singing societies in the vari- ous American cities are, to a largeextent, hard- working men, who deverve all they earn, and, | sometimes, more. Taey flud that by giving their leisure time to the cultivation of a social art instead of brooding over real or fancied wrongs, they are able to bear the ills of life all the easier, and to keep both body and mind in @ healthy state. The man who persists in sing- img can never be attacked by the megrims; and, it he keeps clear of morbid influences, he is not likely to thirst for his neighbor's blood—not even the blood of @ neighbor who bas saved more money than he. ——— Colonel Wikon’s expressed hope that the Na- tional Capitol will some day have a Zoological Garden is one that should awaken a respon- sive echo in the breast of every American citi- zen. His idea that a portion of the Smithson- fan grounds should be devoted to this purpose will not, however, be so generally approved. ‘They are neither large enough nor otherwise adapted tor such a zoological collection as the government ought to and doubtiess will sume time Dring together. Furthermore, a good ‘thing to do with the Smithsonian grounds is to Keep them just asthey are. The notion that the parks of the city should be used for the ac- commodation of everything for which uo other place cam conveniently be found is one | that ought to be discouraged. The most appro- priate and profitable use to which a. park can | be put is to keep li as @ park. —— As has been pretty clearly foreshadowed for seme time past, the Senate has decided that it ‘Will pot investigate the circumstances attend- ing the election of Mr. Payne to a seat in that Mody. Without retiecting at all upon the char- acter or course of that gentleman, there ean be no doubt that the most corrupt means were | used te make him the choice of the nominating @aucus; aud while the Senate doubtless had geod grounds for declining to go beyond the | election itself, it is none the less to be regretted | Bhat all the facts of the case cannot be authori- tatively laid before the public. The impressien largely prevails in the country that the Senate is rapidly becoming @ close corporation of milliowaires and agents ot millionaires, and the euteome of this case will by no means ald in Temoving that impression. The State departinent, by its course in the | case of the fishing crait “Doughty,” has placed itself in line with American public sentiment generally on the subject of the outrages inflicted by Canada upon Ame: ater Supply to-day’s paper, id some int ree from io her waters.
