As stated in Toe Stak, the District Commis- sioners have received a communication signed by a large number of citizens calling attention to the fact that there is but one bridge crossing Rock creek north of M street, and that one or more additional bridges are absolutely neces- sary "to accommodate the populous section north of M street and west of the creek. Re- ferring tothe fact that Rock creek above M street is crossed by but asingle bridge (that at P street), the petitioners say that this bridge is occupied by the double track of the Metropoli- tan railroad, but the car stables are just at its terminus, and the street is constantiy obstruc- ted by cars, which stop to change horses, and which are Swang round by a turntable In the middle of the street to reverse their course. In fact, one or more additional bridges above M street are absolutely necessary to connect the populous section above men- Honed with the rest of the city. ‘The expense of erecting ordinary bridges over the wide and deep chasm of Rock creek, the petitioners say, would be enormous, and they believe that by the plan they suggest two or more of the streets lying between M and P Streets could be extended across Rock creek at less than the cost of a single bridge, From Lyon's mill Kock ereek rans southeast about eighteen hundred feet to O street; there itturns westward, and in about.one thousand feet reaches the eastern ely, of Dumbarton avenue. George Ford, of the House Dis- trict committee, saying: “The Commissioners have the honor to make the following response to your request of the 9th instant for certain information and their views of Senate bill 1839 ‘to amend the police regulations ot the District of Columbia.’ ‘There is no existing law authorizing lice magistrates to make com- mitments to the House of the Good Shepherd, bat the police frequently take persons of the class referred to in this bill to that institution, where they are received and cared for. Ther 4s no plice where these persons can be lawfully sent except to the workhouse, and, under act of February 13, 1885, entitled ‘An act for the pro- tection of children in the District of Columbia and for other oe over to‘an orphan asylum or other public {institution in the District of Co lumbia with the consent of the constituted au- thorities of said asylum or institution.’ The workhouse is not a suitable place for the treat- ment of offenders requiring special reforma- tory control and influences, and the institu- tions mentioned in the act of February 1: 1885, above cited, have not only the option o} receiving offenders of this class committed thereto, but are restricted to only such of these offenders as are under 16 years of age and found ina ‘house of ill fame.’ Institutions of reform in other cities simiiar to the House of the Good Shepherd seem to have rendered sat- isfactory service in this connection, and the Commissioners see no objection to giving the system a trial here, nor any reason why the association for works of mercy should not also be included in this or any other measure hav- ing a like object in view.” eee Ge DAVENrorT Broveur To Tus Crr¥.—George F.
