ING TO COMPROMISE. The Meeting of Eight-Hour Bosses Last Night—An Address to the Journeymen. Last evening @ meeting of the eight-hour boss jearpenters was held at the shop of Land- Voight & Kimmeill,on Massachusetts avenue, bear 7th street, with the view to affecting a compromise of the differences between the Master Builders’ association and the journey- men. At a meeting the preceding day, as stated in Tz Sra, it was determined to canvass the sentiments of the boss carpenters generally, and last evening reports were handed in show- ing that quite a large proportion would be will- ing to accept an honorable compromise. Some, it was stated, are willing to start up work at once on a basis of nine hours and a recognition of the cratt cards, "After talking over the sub- Jeet an address to the Carpenters’ union was ‘adopted, requ & hours on Saturdays as a day’s work, to retain the cratt card, and do away with the amaiga- tion cards. Hunrwre. The document reads: OFFICE oF THE COMMISSIONERS, Disricr oF COLUMBIA, Wasnisarox, May 28th, 1886, Hon. John J. Ingalls, Chairman Committee for Dis trict of Columbia, U. 8. Senate: Sr: Your tavor, without date, asking the Commissiouers to make suggestions for such amendments to existing laws as would meet and remedy the nuisance complained of by John George Hertwig, of 1012 E street, in this city, has been duly received. The complaint is that the writer of the letter in question Is “annoyed daily, early in the morning, by the ititul and iong-coutinued crowing of chickens ept by a nelghboring provision @ealer.” He has made application to bis honor Judge Snell, who informs him that there is no remedy unless the crowing of chickens can be shown to be a nuisance at common law. There 1s no question that Judge Snell is right, and, though there Is no oificlul evidence of the fact, the district at- torney must undoubtedly hive agreed with him.” No existing ordinance of the former cor- porations of Washington or Georgetown makes provision for the offense complained of, and the same is true of the legislative assembly. There being, as will thus appear, no existin: law ‘under which the matter complaine of can be treated it is manifest that resort must be had to independent and new legisiation to make provision for such complaints. It ls most Bespectfully submitted that it Is not only incon- sistent with the dignity of Congress but abso- lutely impossible in view of the accumulation of legislation already existing to make such laws as will meet and provide Jor all the mulli- farious and constantly changing wants of a community as large us this District. The only remedy thatcan be devised by the Commis- sioners is to be found in the enactment by Cor gress of alaw which shail confer upon them authority to make and enforce such general police regulations tor the preservation of order and good government in the District as to them Shail seem most fit and proper, and to amend the same irom time to time. With such powers in their hands, guarded by provisions thatshall give to the citizens full notice of tue nature and character of the regurations, the time when they will go Into operation and the penalty at- tached io their violation, the Commissioners believe that they ean insure and preserve per- fect order in the community, Very respecttully, 56 W.
