CLEVELAND, June 1.—The Knights of Labor convention was opened at 9 o'clock this morn- ing, the first business being the adoption of the amended report of the committee on strikes and boycotts, The executive board must approve all future strikes, and except in certain grievous cases where Immediate action is necessary, a strike or boycott will not be allowed without thelr ap- oval. The ses- ston was taken up with the presentation of cre- dentials and no business was transacted. It is stated that oneof the most important questions to be considered will be the advisability of erecting and operating @ rolling mill to be owned and controlled by the association. The object of this enterprise is to ascertain the exact cost of manufacturing iron and steel. It Js believed that such a mill can be erected by issuing interest bonds to the members of trom $100 to $500 each, these bonds to be made re- deemable at from one to ten years, The feel- ing among the delegates in regard to the appil- cation ef the nallers for readmission is favor- able to taking them into the fold again. Ingalls and Harris, sub-committee of the Senate District committee to whom was seferred the nomination of Mr. Matthews tor recorder of deeds of the District, this morning moet to hear the testimony in support of the allegation that Matthews had been guilty of offensive partisanship, in that he threatened colored men employed at the capitol in Albany with discharge unless they voted the demo- ¢ratic ticket. The men who made the charges by mail were subpomnaed, and the following put sean ey Me ‘B, Gallor, Samuel Branan and Col. John Palmer, all of Albany, Mr. Matthews was present, with witnesses In his defense as tollows: Rev. J. W. Stevenson, pastor A. M. E. church; Robert #. Melntyre Charles E. Lewis and Wm. Hillson, of Albany: Rev. W. 8. Derrick, of New Yorkcity, and Peter F, Baltimore, of Troy. ‘The witnesses in support of the charges were regularly summoned ‘by the sergeantatarms, while ae tor the defense were all voluntarily present ‘The witnesses were excluded from the room and called one at a time, Matthew Cook being first called upon. ‘The hearing was secret, but it 1s understood that Cook was chiefly instru- mental in getting up the charge. At 12 o'clock, when the hearing had only tairiy begun, it was journed until 2 p.m. hen the prosecution shall have been heard Mr, Matthews will ask @ hearing in bis own MATTHEWS DENIES THE CHARGES. ‘The sub-committee resumed the hearing this afternoon, and after hearing all the witnesses against Mr, Matthews, he was called in. He de- nied the charges in general and in detail, and said that in some soapents they were Pelee jee Gevered ie he had never sougl improperly influence any person poisons that be. did not believe in that sort of politics. Mr. Matthews told the committee that if tucy were not satisfied witu bis statement he would be glad to havo the wit: nesses he had brought called. He attributed the charges to one Johnson, a ‘barber, and said it was simply a piece of personal spite work. Johnson did not come, though he was sum- moned, and {t seems that the witnesses who Appeared bad no personal knowledge of any tucts to sustain the charges, THOUGHT MATTHEWS HAD HIM DISCHARGED. Matthew Cook was the only witness who claimed to have auy personal knowledge of the fact alleged against Matthews. Ho testified that he was employed in the capl- tol at ‘Albany, and at the last. munt- cipal election “ there, when about to vote the republican ticket, Matthews said to Lim, {n the presence of @ crowd, “If you vote that ticket I will have you discharged.” He voted the ticket and was discharged, but he could not swear it was the result of Matthews’ threat, but belioves it was. Gen. Palmer testified that he intment on the rolls of procured Cook's ap} he capitol, and had heard that he was discharged at Matthews’ instigation, but could not swear {from his own per- sonal knowledge if such was the case, General Palmer and other witnesses testified that{t was understood that Matthews was, by permission of the democratic party, to have control of the colored patronage. ‘Fhoy bore testimony to Matthews’ capacity and general good standing, Cancus of Republican Senators. A DIVISION ON THE NORTH PACIFIO LAND FORFEITURE BILL, Another caucus of republican Senators was held today, and {n order to more carefully guard against the proceedings getting out the judiciary committee room was chosen as the place of meeting. It is under- stood that the object of the meeting was to bringinto line the four republicans who refused to be bound by the caucus in the North- ern Pacific bill, In the last caucus Mr. Ed- munds attempted to get a unanimous agree- ment to take the bill as reported, but some of the Senators would not assent. In the Senate four republicans voted with the democrats, an rejected Mr, Edmunds’ motion, which so stirred bis indig- nation that he mado a wholesale charge of “railroad influence.” The caucus of to-day was not very jargely attended, and if it was for the purpose of wi Apping-in the four who voted with ‘the democrats it failed. There was some talk on the labor arbitration bill, and about the measures to be considered and the order in which they should be taken up. Naval Reorganization. MINORITY REPORT OF THE HOUSE COMMITTER. Messrs, Goff and Boutelle have submitted to the House 8 minority report on the naval re- organization bill reported by the majority of the naval committee. The report ailudes to the Secretary's aotion§ in omitting from his amended scheme of reorganizatiun the “bu- Teau of personnel” and saya: s retary’s wise al \denment of the foregoing parts of his plan operates strongly with the minority to iuducing them to oppose the passage of any Dill for, the radical reorgan- ization of the Navy department at the present session, If the Secretary has determined that more than one-third of bis pian 1s injudicious it is quite probable that further refleclion and additional experience gained in another year's conduct of his department may lead him to conclude that 8 adoption of the two other thirds would be an injury instead of a benetit tothenavy, Ithe hus already become con Vinced that the eight independent bureaus woich he ut first felt must Seclnly be reduced to three cannot be reduced below ilve, may not further reflection convince him that thy other three should be retained? It will be eusier a your lator to udopt his ripened proposals, under Uese two heads than it will be to undo any mischief which may result from the hasty ac- ceptanes by Cougress of the opinions of” the Secretary voncerning ‘he natural divisions of the work of the department which have been 80 frankly and judiciously admitted by him to have been incomplete and imuature.” Congressional Topics. ‘ANOTHER VETO. The President has vetoed the Senate bill granting # pension to M. Romahn, To PROHIBIT MEMBERS OF CONGRESS ACTING AS BAILKOAD ATTORNEYS, The bill introduced by Senator Beck to-day iu the Senate to prohibit members ot Congress ‘acting as railroad attorneys, makes it unlawful for any member of either House to accept em- ployment as attorney at law, or payment for services of any kind from any railroad com- ny OF any officer or agent thereof, which ob- tained its charter or any grants of land or pecu- niary aid from the United States. Violation of its provisions is made a misdemeanor punish- able by a fine not to exceed $5,000, or imprison- ment ot more than one year. THE OTHER SIDE OF THE APACHE QUESTION.
