THE EVENING STAR. WASUINGTON THURSDAY May 27. 1986. CROSBY S. NOYES. Ealitor. ning Mar has a regular, permanent fide daily cirealatton more than + daily paper pub- lished in Washington, and equal to that of ail the other dally papers here added together. ons, Con- tribators who wish to possess thelr man. uscripts, If unused, should keep a copy. tives Indul terday in a good deal of amusementover the eleomargarine bill, Most ot the mirtiy was y Jests deliberately uttered for the purpose. The most amusing thing said on the floor, however, was uttered apparently in sober good faith, and nobody thought of Iaugh- ingatit. It was the following remark of Mr. Browne, of Indiana, in behalf of the bogus bat- ter industry: “it you intend to use me or my Yote as an instrumentality to destroy any hon- est and legitimate industry in this country, however small and however fecbie, and in favor of another, however strong and powerful, . you have mistaken your man.” It ts probably no error to assume that the trade of an importer of foreign goods for the American market is just as honest and just as legitimate an industry as the calling of an In- diana lawyer or a member of Congress. A cou- ple of years ago there w yas before the House of Representatives a bill to reduce the protective tariff upon imports. The House wrangled over Mt for weeks, its friends asserting ‘that it was only fair to let the importer earn @ living as well as the manofacturer, and that a law which discriminated against ‘the one class an in favor of the other was un- Just and oppressive. The enemies of the bill eontended that all the richts belonged on one aide; and they proudly east their votes to pro- tect the manufacturer, with his millions upon millions of invested capital and the army of laboring people on his pay roil, against the com- Petition of the importer who had so much | Mualler interests involved. The name of Mr. | Browne, ot Indiana, appeurs on the record as | Assisting in the defeat of that attempt to reduce | the tari. It it was right then to use k tion to sus- tain certain fndustries because they bad so | much money and so many men engaged in their proseeution, at the expense of anotiver in- @ustry so much weaker in both particulars, 1s it wrong now to use lesislation for Pose? Consistency, Mr. Browne, is a je ——— +s Mr. Gltson, of Loa made a strong plea in tl r the abolition of se- Cretsessious. Tis logie is una ye argtted, paid b: and the pe: te know who and what th tice pure wel. Qn oiticer elected t innows deny to jointed by the President and one What a ridiculous neral polities to son the stump the 1 charac ¢ toshutit wee and are the exelusive Fight to examin an named by | the President for « position under government? When the Senators get ready to pay, ont of their private purses, f the exceu- tive and judicial officers of the United States, the American people may—perhaps—be ready Yotwrn over to them the task of running two- thirds of the governmental machine. As long as the people foot the bills. however, they have @ right to know what kind of persons are taken Jato thelr service or retused admission to it. ‘The convention now in session at Cleveland Will not have been held in vain, even though its aly fruits shall bea judicious weeding out of the membership of the Knights ot Labor and a Btronzer emphasizing of the fact that the whole Industrial world is in a certain sense a unit. ‘This last-mentionedgrineiple is at the bottom of Mr, Powderly’s work as a labor reformer. ‘Whether the trade unions or the knights have the better cause in their present contest is not the question for dircussion in this place. There ean be no difference of opinion aiong intelli: | gent thinkers, however, as to the advantage of aking local labor interests subordinate to the | Beneral interests of the working people every- where. There ought to be some central author- My—it makes little difference by what name we wall 1t or what form of association gives it birth “which can pass final Judgment on the griev- snces of a trade oracombination of trades in | § Texas as readily as in Maine. Such asystem ‘Would make strikes few and put boycotts on a Par with revolution, a Representative Curtin deserves the thanks of the House for boldly defying one precedent in congressional etiquette. While he was spe Ing on Tuesday In debate, he was requested by the cnair to suspend his remarks in order to allow the secretary of the Senate to deliver a message from that body. He declined, politely but firmly, to do so, and the secretary was obliged to walt tli he had finished, Mr. Cur- tin did right. The custom of both houses in ‘this respect is a courtesy of the emptlest sort. More than one fine flight of oratory has been Spoiled by Interruptions for which there was absolutely noneed, A message trom'the Senate to the House isa pure formality, and its oral announcement could be dispensed with alto- gether without damage toany Interest. Why, then, should it be permitted to mar the charm of speech or break the force of aciosely woven argument? es Fourteen thousand caus of Canadian lobsters Were seized in New York last week, not in Tetaliation for the course pursued toward our Bshing vessels by the authorities of Canada, but because they were not fresh when put up and likely to poison any one who undertook to eat ther. In hot weather lobsters constitute a Father risky diet, except tfder the most tavor- able circumstances, but when the ordinary @angers attending the use of that articie are in- ereased by the introduction into market of stale and improperly canned consignments from Canada it is igh time for the health officers of the importing ports to interfere. The unwise greed of American lobster fishermen bids tair t make us depend wholly upon the neighbor 4g provinces for our supply of that favorite article of food; but unless tuey ean send it to us fresh 4nd wholesome we do not want it at all. = Mr. Tenney’s sugyestion to Senator Riddle- berger in regard to legislation compelling the Feduetion of the enormous tolls over the Aque- Gpet bridge is a good one. The Aqueduct bridge company and their attorneys in Con- gress seem to be able to block any legislation for @ free bridge, and it is therefore impera- tively necessary, in behalf of the producers on the Virginia side and the consumers in Wash- Ington, that these exorbitant and every-way Unjustiflable tolls for passaze over the cheap and rickety bridge should be cut down at least seventy-five per cent. Even tuen they would be exorbitant for the service and as an interest ou the Investment. a The proposition to send Mr. General Grand ‘Master Workman Powderiy to Congress from Pennsylvania is as ill-advised as was the one advanced a little while azo to make him a can- idate for governor of that state. There must be in the district now represented by Mr. Seran- Yon good timber enough to make at least a dozen democratic candidates for Congress, while At would be exceedingly difficult to find in the whole country halt as many gentlemen so well fitted in every way for his present more respon- sible and honorable position as is Mr. Pow- derly. Those who seek to push him into politics may therefore be set down as neither the friends of that gentleman nor of the eause with ‘Whieb he is at present identified. a The Milwaukee anarchist organ holds the governor, sheriff and military responsible for murder in the suppression of the Bay View riot, and calls upon the people to take venge- ance through the ballot-box. Here isa very nice political issue. It would be good idea for the voters of Wisconsin to accept it, tgnore the oid party lines at the next election, and divide their ballots between anarchism and ant anarchism. It would be the most interesting contest the state has known since its admission into the union. And there could be no question as to the wholesome result, er ‘What is claimed to be an original water color portrait of Wasnington, painted on ivory, in 1756, by J. Lacon, owned in Springfield, Mass., 4s offered to the government for the modest Uittie sam of $250,000. When this amount is paid for it the painting in question will be the ‘most costly one in existence for its size.
