In the Court of Claims to-day Judge Davis delivered the opinion of the court in relation to the lability of the government for the French spoliation claims, in which the chief Justice and all the Judges concur. The claims arose from seizures by French privateers of American merchant vessels upon high seas, between 1793 and 1801. They were pressed by the United States upon France.while France iged other demands upon us. Finally, by the | treaty of 1800, ratified in 1861, the two sets of | claims were set off one against the other and dropped trom International controversy. ‘Then the owners of the spoliation claims’ began to urge them upon the United States upon the ground that by surrendering the rights of indi- viduals for a national benefit the United States | became bound to the citizens injured. | Many have ‘been, made in Congress in | favor of this view and but three agulust it, and those three were made prior to the publication of the diplomatic correspondence on the sub- Ject. Two acts were. passed providing tor pay- ‘ment, but one was vetoed by President Polk, the other by President Pierce. Finally Congress by an act approved. by President Arthur sent the matter to the Court of Claims for examina- tion, Capitol Topics. IMITATION BUTTER.
